Creating and publishing Web pages
The easiest way to create a Web page is to use a Web authoring-tool, also called an HTML-authoring tool. Some of the more common authoring tools are Composer, which is free and available from Netscape, FrontPage, which is available for purchase from Microsoft, and Dreamweaver, which is available for purchase from Macromedia. These tools write the HTML code for you as you compose your page. Using them is similar to using a word processor such as Microsoft Word.

Alien Birthright Citizenship: A Fable That Lives Through Ignorance

Ever since the subject of Congress taking up Birthright Citizenship have we seen the power of ignorance at work through the MSM. It is difficult to find any editorial or wire story that correctly gives the reader an honest and accurate historical account of the Fourteenth Amendment in regards to children born to foreign parents within the United States. Most often the media presents a fabled and inaccurate account of just what the Citizenship Clause of the Fourteenth Amendment means.
Recent story lines go something like this: "Currently the Constitution says that a person born in this country is an American citizen. That's it. No caveats." The problem with these sort of statements other than being plainly false is that it reinforces a falsehood that has become viewed as a almost certain fact through such false assertions over time.
This is like insisting the sun rotates around the earth while ignoring the body of evidence to the contrary.
During the reconstruction period following the civil war the view on citizenship was that only children born to American parents owing allegiance to no other foreign power could be declared an American Citizen upon birth on U.S. soil. This is exactly the language of the civil rights bill of 1866: "All persons born in the United States and not subject to any foreign power, excluding Indians not taxed, are hereby declared to be citizens of the United States."
The author of the Fourteenth Amendment, Rep. John A Bingham (OH), responded to the above declaration as follows: "I find no fault with the introductory clause, which is simply declaratory of what is written in the Constitution, that every human being born within the jurisdiction of the United States of parents not owing allegiance to any foreign sovereignty is, in the language of your Constitution itself, a natural born citizen."
The opinion of US Attorney General Edward Bates in 1862, citing Judge Paschal's exhaustive work on the Constitution, said: "The Constitution does not make the citizen, it is in fact made by them." In other words, only a US Citizen can make a US Citizen upon birth of their child. It was Paschal's great work which was the basis of Bingham's birthright statement.
Already before we get to the Fourteenth Amendment Citizenship Clause we have Congress declaring only children born to parents who owe no foreign allegiance shall be citizens. We also have the author of the Fourteenth Amendment declaring this as the law of the land along with the US Attorney General. It just gets worst for advocates who want to either believe or, revise history, to support their fable that the Fourteenth Amendment somehow magically makes anyone born in the United States regardless of the allegiance of their parents a natural born citizen.
Sen. Jacob Howard, who wrote the Fourteenth's Citizenship Clause believed the same thing as Bingham as evidenced by his introduction of the clause to the US Senate as follows:
[T]his amendment which I have offered is simply declaratory of what I regard as the law of the land already, that every person born within the limits of the United States, and subject to their jurisdiction, is by virtue of natural law and national law a citizen of the United States. This will not, of course, include persons born in the United States who are foreigners, aliens, who belong to the families of ambassadors or foreign ministers accredited to the Government of the United States, but will include every other class of persons.
And what was this law of the land already Howard speaks of? "All persons born in the United States and not subject to any foreign power" are citizens of the United States. So what Howard is making clear here is the simple fact his citizenship clause is no different then the law of the land already which demanded allegiance to the United States by at least the child's father before that child could be considered a U.S. born citizen. This alone makes liberal construction to the contrary impossible.
Advocates for birthright citizenship for aliens either through ignorance, or deception, attempt to pretend "subject to the jurisdiction" means only one thing: location at time of birth. It does not, and never had such a meaning during the time period in question. The record of law is full of references to jurisdiction that had nothing to do with physical location. Take for example title XXX of 1875, sec 2165 where is states:
[Any] alien who was residing within the limits and under the jurisdiction of the United States...
Simply being on US soil (limits) does not automatically put you under US jurisdiction like some pro-alien advocates would like to believe. Under the common myth of the meaning -- simply being within the limits of a State automatically places an alien under US jurisdiction for Fourteenth Amendment purposes. It does not as Bingham and Howard plainly makes clear as well as laws regarding the subject at the time also make clear.
So than, what exactly did subject to the jurisdiction mean? Sen. Lyman Trumbull, Chairman of the Judiciary Committee, framer of the Thirteenth Amendment told us in clear language what the phrase means under the Fourteenth:
[T]he provision is, that 'all persons born in the United States, and subject to the jurisdiction thereof, are citizens.' That means 'subject to the complete jurisdiction thereof.' What do we mean by 'complete jurisdiction thereof?' Not owing allegiance to anybody else. That is what it means.
Sen. Jacob M. Howard, responded to Trumbull's construction by saying:
[I] concur entirely with the honorable Senator from Illinois [Trumbull], in holding that the word "jurisdiction," as here employed, ought to be construed so as to imply a full and complete jurisdiction on the part of the United States, whether exercised by Congress, by the executive, or by the judicial department; that is to say, the same jurisdiction in extent and quality as applies to every citizen of the United States now.
One might wonder why did Jacob Howard use the phrase "subject to the jurisdiction thereof" rather than the language of the civil rights bill of 1866? The answer is simple: He feared the States could at any time start taxing Indian's, and therefore, making them eligible for citizenship -- something most in Congress at the time did not desire. Since Indians were not under the direct jurisdiction of the United States (they were under the jurisdiction of their respected tribes) the language of the Fourteenth Amendment would disqualify them. This is why the language of the Citizenship Clause ended up different than the language of the civil rights bill of 1866 and made more restrictive as to who could become a citizen by birth.
Still confused to exactly what "subject to the jurisdiction thereof" really means? Let us then hear what the same Senate said it means several years after the adoption of the Fourteenth Amendment, in plainer and more comprehensive language that can easily be understood by anyone today with a above 6th grade education. The following is from Sen. James K. Kelly (OR), 42nd Congress, speaking before a session of the Senate on April 26, 1872:
[Take], for instance, the case that arose in the State of Oregon, and was decided by the district court, to which reference was made the other day. A man was born at Astoria, then known as Fort George, beneath the British flag, and, as a matter of course, being the child of a British subject, and born without the allegiance of the United States, because he was not born within the allegiance of the United States, in order to make him a citizen, he was born within the allegiance of the King of Great Britain at the time, and it was so held by the court, and properly held. We had no right to make the children of British subjects American citizens; no more had they a right to make the children of American parents subjects of Great Britain.
...[and] in order to be a citizen of the United States he must been not only be born within the United States, but born within the the allegiance of the United States.
Here Sen. Kelly lays out exactly what our national law was on the subject of citizenship by birth and clearly removes all doubt to exactly what the Fourteenth's Citizenship Clause means.
Myths can be difficult to dispose of, and birthright citizenship to aliens is no exception. Pro immigration advocates will refer to the Supreme Court ruling U.S. v. Wong Kim Ark as a desperate attempt to keep the fable alive. The problem with relying on Wong Kim Ark is that it draws zero support from the Fourteenth Amendment. In fact, the ruling had nothing to with the Fourteenth Amendment at all, but everything to do with English Common Law, something the Fourteenth's Citizenship Clause had no connection because it was a virtue of "national law."
There is other significant problems with the Wong Kim Ark ruling other than having no basis in Fourteenth Amendment text, intent and history that will never hold up under review -- and that is how will any court with a straight face attempt to reconcile the civil rights bill of 1866. Remember this civil rights bill declared those children born to parents subject to a foreign power cannot be declared United States citizens.
You cannot simply revise he Fourteenth's Citizenship Clause to mean yes, it really was the intent of the Congress to grant citizenship to alien children born on US soil when the same Congress enacted law that did just the reverse. Try and explain why Congress would pass a Constitutional Amendment that grants citizenship to ANYONE born in the US that would in return instantly nullify their recent enacted civil rights law? Because you cannot, only leads us back to the exact construction of the clause for which it was intended and written to mean...and for which national law was based upon.
Another question arises for pro-alien birthright citizenship advocates: national law having always required direct allegiance to the United States by a child's parents before that child could be declared an American citizen -- why would a Congress who clearly acknowledged this "law of the land" want to change it and not one soul raised one voice of concern or protest to such a drastic reversal of national law?
The answer should be obvious by now: the Fourteenth Amendment did not change national law of birthright citizenship to aliens or foreigners, just as Sen. Howard confirmed.
It?s also important to understand the majority decided that Ark?s parents were domiciled in the State of California at the time of his birth. The majority considered the fact his parent?s were business owners, not visitors or aliens residing in the State contrary to any law. So this fact makes using this ruling to support automatic citizenship to illegal aliens a real stretch of the imagination.
The Wong Kim Ark ruling is so badly flawed and irrelevant probably lead to a split US Supreme Court ruling in 1982 to declare they had never confirmed the meaning of the phrase "subject to the jurisdiction." It is also interesting to note there is no record indicating any change to national law regarding citizenship by birth following the Wong Kim Ark ruling. Asian children (and other aliens) continued to be treated as aliens upon birth till their parents became naturalized or they returned to their country of origin.
By far the most relevant Supreme Court ruling on the subject to date, and indeed, fully supported by the Fourteenth Amendment itself, came in Elk v. Wilkins 112 U.S. 94 (1884), where the court held that the phrase "subject to the jurisdiction" requires "direct and immediate allegiance" to the United States, not just physical presence.
If pro immigration groups or individuals want to continue in believing the Fourteenth Amendment grants citizenship to anyone born in the country regardless of their allegiance, fine -- but to continue to insist the Fourteenth Amendment supports their fable is both feeble and a disrespect to American history.

Dear George,
You don?t mind if I call you George do you? When you sent me a letter offering your condolences on the death of my son, Spc. Casey Austin Sheehan, in the illegal and unjust war on Iraq, you called me Cindy, so I naturally assume we are on a first name basis.
George, it has been seven months today since your reckless and wanton foreign policies killed my son, my big boy, my hero, my best-friend: Casey. It has been seven months since your ignorant and arrogant lack of planning for the peace murdered my oldest child. It has been two days since your dishonest campaign stole another election?but you all were way more subtle this time than in 2000, weren?t you? You hardly had to get the Supreme Court of the United States involved at all this week.
You feel so proud of yourself for betraying the country again, don?t you? You think you are very clever because you pulled the wool over the eyes of some of the people again. You think that you have some mandate from God?that you can ?spend your political capital? any way that you want. George you don?t care or even realize that 56,000,000 plus citizens of this country voted against you and your agenda. Still, you are going to continue your ruthless work of being a divider and not a uniter. George, in 2000 when you stole that election and the Democrats gave up, I gave up too. I had the most ironic thought of my life then: "Oh well, how much damage can he do in four years?" Well, now I know how much you have damaged my family, this country, and this world. If you think I am going to allow you another four years to do even more damage, then you truly are mistaken. I will fight for a true vote count and if that fails, your impeachment. Also, the impeachment of your Vice President. The only thing is, I'm not politically savvy, and I don't have a Karl Rove to plan my strategy, but I do have a big mouth and a righteous cause, which still mean something in this country, I hope.
All of this lying, fooling, and betraying must be ?hard work? George. You really think you know what hard work is?
George, let me tell you what ?hard work? really is.
Hard work is seeing your oldest son, your brave and honorable man-child go off to a war that had, and still has, no basis in reality. Hard work is worrying yourself gray and not being able to sleep for 2 weeks because you don?t know if your child is safe.
Hard work is seeing your son?s murder on CNN one Sunday evening while you?re enjoying the last supper you?ll ever truly enjoy again.
Hard work is having three military officers come to your house a few hours later to confirm the aforementioned murder of your son?your first born?your kind and gentle sweet baby.
Hard work is burying your child 46 days before his 25th birthday. Hard work is holding your other three children as they lower the body of their big ?baba? into the ground. Hard work is not jumping in the grave with him and having the earth cover you both.
But, Dear George, do you know what the hardest work of all is? Trying to digest the fact that the leader of the country that your family has fought for and died for, for generations, lied to you and betrayed your dear boy?s sense of honor and exploited his courage and exploited his loyalty to his buddies. Hard work is having your country abandon you after they killed your son. Hard work is coming to the realization that your son had his future robbed from him and that you have had your son's future and future grand-children stolen from you. Hard work is knowing that there are so many people in this world that have prospered handsomely from your son's death.
George, I must confess that I and my family worked very HARD to re-defeat you this time, but you refuse to stay defeated. Well, we are watching you very carefully. We are going to do everything in our power to have you impeached for misleading the American people into a disastrous war and for mis-using and abusing your power as Commander-in-Chief. We are going to scream until our last breath to bring the rest of our babies home from this quagmire of a war that you have gotten our country in to: before too many more families learn the true meaning of Hard Work. We know it is going to be an uphill battle, knowing how Republican Congress is, but thanks to you, we know the meaning of Hard Work and we?re not afraid of hard work at all.
The 56,000,000 plus citizens who voted against you and your agenda have given me a mandate to move forward with my agenda. Also, thanks to you and your careless domestic policies, I am unemployed, so this will be my full-time job. Being your political downfall will be the most noble accomplishment of my life and it will bring justice for my son and 1125 (so far) other brave Americans and tens of thousands of innocent Iraqis your lies have killed. By the way, George, how many more innocent Iraqis are your policies going to kill before you convince them that you are better than Saddam? How many more of their cities are you going to level before you consider that they are liberated? If you really had any moral values, or if you were an honorable man at all you would resign. My son was a man who had high moral values and true courage. Humanity lost a bright light on April 04, 2004. I will live the rest of my life missing Casey desperately. Thank you for that, George. Have a nice day.

Eisenhower's Farewell Speech:
My fellow Americans:
Three days from now, after half a century in the service of our country, I shall lay down the responsibilities of office as, in traditional and solemn ceremony, the authority of the Presidency is vested in my successor.
This evening I come to you with a message of leave-taking and farewell, and to share a few final thoughts with you, my countrymen. Like every other citizen, I wish the new President, and all who will labor with him, Godspeed. I pray that the coming years will be blessed with peace and prosperity for all.
Our people expect their President and the Congress to find essential agreement on issues of great moment, the wise resolution of which will better shape the future of the Nation.
My own relations with the Congress, which began on a remote and tenuous basis when, long ago, a member of the Senate appointed me to West Point, have since ranged to the intimate during the war and immediate post-war period, and, finally, to the mutually interdependent during these past eight years.
In this final relationship, the Congress and the Administration have, on most vital issues, cooperated well, to serve the national good rather than mere partisanship, and so have assured that the business of the Nation should go forward. So, my official relationship with the Congress ends in a feeling, on my part, of gratitude that we have been able to do so much together.
II
We now stand ten years past the midpoint of a century that has witnessed four major wars among great nations. Three of these involved our own country. Despite these holocausts America is today the strongest, the most influential and most productive nation in the world. Understandably proud of this pre-eminence, we yet realize that America's leadership and prestige depend, not merely upon our unmatched material progress, riches and military strength, but on how we use our power in the interests of world peace and human betterment.
III
Throughout America's adventure in free government, our basic purposes have been to keep the peace; to foster progress in human achievement, and to enhance liberty, dignity and integrity among people and among nations. To strive for less would be unworthy of a free and religious people. Any failure traceable to arrogance, or our lack of comprehension or readiness to sacrifice would inflict upon us grievous hurt both at home and abroad.
Progress toward these noble goals is persistently threatened by the conflict now engulfing the world. It commands our whole attention, absorbs our very beings. We face a hostile ideology, global in scope, atheistic in character, ruthless in purpose, and insidious in method. Unhappily the danger it poses promises to be of indefinite duration. To meet it successfully, there is called for, not so much the emotional and transitory sacrifices of crisis, but rather those which enable us to carry forward steadily, surely, and without complaint the burdens of a prolonged and complex struggle-with liberty at stake. Only thus shall we remain, despite every provocation, on our charted course toward permanent peace and human betterment.
Crises there will continue to be. In meeting them, whether foreign or domestic, great or small, there is a recurring temptation to feel that some spectacular and costly action could become the miraculous solution to all current difficulties. A huge increase in newer elements of our defense; development of unrealistic programs to cure every ill in agriculture; a dramatic expansion in basic and applied research-these and many other possibilities, each possibly promising in itself, may be suggested as the only way to the road we wish to travel.
But each proposal must be weighed in the light of a broader consideration: the need to maintain balance in and among national programs. balance between the private and the public economy, balance between cost and hoped for advantage, balance between the clearly necessary and the comfortably desirable; balance between our essential requirements as a nation and the duties imposed by the nation upon the individual; balance between action of the moment and the national welfare of the future. Good judgment seeks balance and progress; lack of it eventually finds imbalance and frustration.
The record of many decades stands as proof that our people and their government have, in the main, understood these truths and have responded to them well, in the face of stress and threat. But threats, new in kind or degree, constantly arise. I mention two only.
IV
A vital element in keeping the peace is our military establishment. Our arms must be mighty, ready for instant action, so that no potential aggressor may be tempted to risk his own destruction.
Our military organization today bears little relation to that known by any of my predecessors in peace time, or indeed by the fighting men of World War II or Korea.
Until the latest of our world conflicts, the United States had no armaments industry. American makers of plowshares could, with time and as required, make swords as well. But now we can no longer risk emergency improvisation of national defense; we have been compelled to create a permanent armaments industry of vast proportions. Added to this, three and a half million men and women are directly engaged in the defense establishment. We annually spend on military security more than the net income of all United States corporations.
This conjunction of an immense military establishment and a large arms industry is new in the American experience. The total influence, economic, political, even spiritual, is felt in every city, every state house, every office of the Federal government. We recognize the imperative need for this development. Yet we must not fail to comprehend its grave implications. Our toil, resources and livelihood are all involved; so is the very structure of our society.
In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex. The potential for the disastrous rise of misplaced power exists and will persist.
We must never let the weight of this combination endanger our liberties or democratic processes. We should take nothing for granted only an alert and knowledgeable citizenry can compel the proper meshing of huge industrial and military machinery of defense with our peaceful methods and goals, so that security and liberty may prosper together.
Akin to, and largely responsible for the sweeping changes in our industrial-military posture, has been the technological revolution during recent decades.
In this revolution, research has become central; it also becomes more formalized, complex, and costly. A steadily increasing share is conducted for, by, or at the direction of, the Federal government.
Today, the solitary inventor, tinkering in his shop, has been over shadowed by task forces of scientists in laboratories and testing fields. In the same fashion, the free university, historically the fountainhead of free ideas and scientific discovery, has experienced a revolution in the conduct of research. Partly because of the huge costs involved, a government contract becomes virtually a substitute for intellectual curiosity. For every old blackboard there are now hundreds of new electronic computers.
The prospect of domination of the nation's scholars by Federal employment, project allocations, and the power of money is ever present and is gravely to be regarded.
Yet, in holding scientific research and discovery in respect, as we should, we must also be alert to the equal and opposite danger that public policy could itself become the captive of a scientific-technological elite.
It is the task of statesmanship to mold, to balance, and to integrate these and other forces, new and old, within the principles of our democratic system-ever aiming toward the supreme goals of our free society.
V
Another factor in maintaining balance involves the element of time. As we peer into society's future, we, you and I, and our government, must avoid the impulse to live only for today, plundering, for our own ease and convenience, the precious resources of tomorrow. We cannot mortgage the material assets of our grandchildren without risking the loss also of their political and spiritual heritage. We want democracy to survive for all generations to come, not to become the insolvent phantom of tomorrow.
VI
Down the long lane of the history yet to be written America knows that this world of ours, ever growing smaller, must avoid becoming a community of dreadful fear and hate, and be, instead, a proud confederation of mutual trust and respect.
Such a confederation must be one of equals. The weakest must come to the conference table with the same confidence as do we, protected as we are by our moral, economic, and military strength. That table, though scarred by many past frustrations, cannot be abandoned for the certain agony of the battlefield.
Disarmament, with mutual honor and confidence, is a continuing imperative. Together we must learn how to compose difference, not with arms, but with intellect and decent purpose. Because this need is so sharp and apparent I confess that I lay down my official responsibilities in this field with a definite sense of disappointment. As one who has witnessed the horror and the lingering sadness of war-as one who knows that another war could utterly destroy this civilization which has been so slowly and painfully built over thousands of years-I wish I could say tonight that a lasting peace is in sight.
Happily, I can say that war has been avoided. Steady progress toward our ultimate goal has been made. But, so much remains to be done. As a private citizen, I shall never cease to do what little I can to help the world advance along that road.
VII
So, in this my last good night to you as your President, I thank you for the many opportunities you have given me for public service in war and peace. I trust that in that service you find some things worthy; as for the rest of it, I know you will find ways to improve performance in the future.
You and I, my fellow citizens, need to be strong in our faith that all nations, under God, will reach the goal of peace with justice. May we be ever unswerving in devotion to principle, confident but humble with power, diligent in pursuit of the Nation's great goals.
To all the peoples of the world, I once more give expression to America's prayerful and continuing inspiration:
We pray that peoples of all faiths, all races, all nations, may have their great human needs satisfied; that those now denied opportunity shall come to enjoy it to the full; that all who yearn for freedom may experience its spiritual blessings; that those who have freedom will understand, also, its heavy responsibilities; that all who are insensitive to the needs of others will learn charity; that the scourges of poverty, disease and ignorance will be made to disappear from the earth, and that, in the goodness of time, all peoples will come to live together in a peace guaranteed by the binding force of mutual respect and love.

Gold Star Famillies For Peace : Me, Hugo and George:
When I was growing up in Bellflower, Ca., I never, as a child with a good imagination, could have ever imagined that my life would take the peculiar turn that it has. I could not have foreseen giving birth to a child that would eventually be wrongfully and devastatingly killed in war or that I would be meeting with world leaders or be nominated for the Noble Peace Prize.
Along with the Vice President of Spain, Foreign Minister of Ireland, Attorney General of Australia and countless parliamentarians from all over the globe, one of the world leaders that I have met and spent a good amount of time with on my journey is President Hugo Chavez of Venezuela. Due to the propaganda media and the ignorance of many of my fellow Americans, I have been heavily criticized for my visit. I would like to remind my neighbors all over the country that we do have diplomatic relations with Venezuela and we are not at war with that country.
On a recent appearance that I made on MSNBC's Hardball which was being guest hosted by Norah O' Donnell, she introduced me as someone who has been photographed with "dictator" Hugo Chavez. After the introduction and in a very short subsequent break, I looked at her and said: "You know President Chavez is not a dictator. He has been democratically elected to his office 8 times."
To which she replied: "We had a big discussion about that and we decided that he ruled like a dictator." That statement really shocked, yet irritated me, because I can't believe that MSNBC and Norah O'Donnell would perpetuate the myth that President Chavez is a dictator and mislead and misinform their viewers, because contrary to facts, they "decided that he ruled like a dictator."
"Then you should call George Bush a dictator." I said right before we were given the signal that the interview was beginning.
During the segment which Norah called an interview and I would like to better term as an "attack," (I gave her a hug after the attack: it seemed like she really needed one) we got on the subject of Hugo Chavez and I ended up admitting that I would rather have him as a leader than George Bush. Since this truthful admission, which comes from experience and research, my life has been threatened several times and the hate mail to the GSFP website has increased dramatically.
There are many brilliant pieces written from a more scholarly point of view defending the administration of President Chavez and trying to educate our corporate owned media-misled citizenry about the politics, economics and civil society of Venezuela. Most recently and notably an article by Jeff Cohen entitled, "Go to Venezuela, You Idiot." So, instead of writing a scholarly piece, I would like to make some personal observations about the regimes of George Bush and Hugo Chavez.
First of all and most importantly and as far as I can recall, Hugo has not invaded any countries in baseless wars of aggression justified by lies. George has. As a matter of fact, instead of using "Cowboy Diplomacy" and "Bring 'em on" rhetoric, President Chavez has skillfully used his country's resources as a diplomatic tool to make friends and coerce good behavior from other countries. George uses our children in the Armed Forces to strong arm his way into other countries making enemies for the USA and leaving death and destruction wherever he goes.
Secondly, Hugo is an effective orator who can lecture on any topic for hours (believe me!). He is smart, personable, has a great sense of humor, and takes the time to get to know people on a human level. (He never called me "Mom" once the entire time I was with him---unlike George). I was with him three times in Venezuela and each time he gave lengthy speeches about American (North and South) history never using a single note: tying our histories together with the present in very meaningful ways. On the other hand, George Bush can barely speak when he is reading from a teleprompter and looks like a deer caught in headlights when he has to speak off the cuff or answer a question that he hasn't been well prepared for. He thinks that people want to put food on their families and if he doesn't know a word, he can just make one up.
When Ms. O' Donnell called President Chavez a dictator, I bet she didn't even know that our CIA orchestrated a coup attempt against President Chavez in 2002 and in the last electoral referendum that Chavez agreed to submit to in 2004, he was re-confirmed as President with 60 percent of the vote which was certified by an international election commission headed by "left-wing, nutcase," Jimmy Carter. George Bush attained his office by two heavily tainted elections that should more rightly be called coups. To steal two elections and say and act like you have a mandate to destroy the world; to circumvent Congress at every turn with "signing statements" and just not telling them things; to wiretapping Americans without proper warrants; to reading our emails and looking at bank records without warrants; to illegally detaining people and torturing them; to insisting on staying a course in Iraq that is killing nearly more innocent people per month than were killed in our country on 9/11; to authorizing the leak of covert agents' names; to selling our democracy to the highest bidders such as the likes of Jack Abramoff; to appointing avowed U.N. hater John Bolton to the U.N. in a recess appointment because he knew that a normal confirmation process would fail; to allowing the neocons to take over our foreign policy to the detriment of our nation; to etc, etc---I ask Norah O' Donnell and MSNBC who is the dictator here? George or Hugo?
The media is far freer in Venezuela than it is here in the US. Stations after station are hostile to the Chavez government even openly calling for his over throw at times. Our corporate owned media are either very ill-informed about world affairs or current events, thereby keeping us ill-informed, or they are complicit propaganda tools of this administration. Heaven forbid that one of the outlets, such as the New York Times, should truthfully report that BushCo did something illegal, then the outlet will be accused of doing something wrong! Conversely, we have cheerleaders in the same outlet such as Judith Miller who conspired with Scooter Libby to out CIA agent Valerie Plame. I would love to see a segment where MSNBC show hosts are brought together to discuss such subjects as the high-jacking of our democracy and/or George's lies and war of terror on the world, instead of me.
One of the reasons that President Chavez is demonized and threatened by BushCo is that he has forced American companies in his country to pay their fair share of taxes and do business properly in Venezuela. Hugo is resisting the corporate colonialism that has characterized US forced relations with South America since the USA has been a country. And one thing that we all know, or should know, BushCo is especially beholden and subservient to the corporations.
Hugo Chavez also wants to finally realize Simon de Bolivar's vision of a united South America which can be together stronger to live more peacefully with the US and stand in solidarity against the constant meddling of all of our regimes in their affairs. North Americans should know about the despicable history of US interference in South America before they throw stones at people who want to have fully autonomous countries with control over their own natural resources.
Hugo is also doing something that George would never think of doing: he is taking from the rich to help the poor. Literacy is currently almost 100% in Venezuela and social programs in health and education have dramatically improved since he took office and while the poverty rate is still high, it has made vast improvements. George is a reverse Robin Hood and even steals from our grandchildren's future to further enrich the already obscenely rich of the present. I would rather live under a President like Hugo who tries to improve living conditions in his country than someone like George who is demolishing our social structures and making the poor, poorer.
I will readily admit that I did say that I would rather have President Chavez than President Bush, but I didn't say that I would rather live in Venezuela. I am an American and I love my country which I believe is on a distinctly disordered course right now. I also believe that my country can do better and I am willing to fight to realize a vision for America where the rich share with the poor and we achieve 100% literacy and schools, day care centers, parks and clinics are built instead of prisons and the already bloated military industrial war complex.
While the world seems to be coming apart at the seams, it is also important for our main stream, corporate owned media to get their facts straight and report the news truthfully and with integrity instead of being tools for war and greed. Thousands of people are dying while the media are carrying out vendettas for Karl Rove.
Yes, I would rather have President Chavez than George Bush. But truthfully, I would rather have countless numbers of people as my president than George Bush. George Bush is an out of control criminal that needs to be impeached for his lies; removed from office for his transgressions; and imprisoned for his crimes against humanity.
George should never have been President in the first place and he has been president of my country for far too long already.

In the Name of God, the Most Merciful, the Most Compassionate
Oh Almighty God, please, we beg you to send us our Guardian- who You have promised us- soon and appoint us as His close companions.
During the era that nobility was a prestige and living in a city was perfection, I was born in a poor family in a remote village of Garmsar-approximately 90 kilometer east of Tehran. I was born fifteen years after Iran was invaded by foreign forces- in August of 1940- and the time that another puppet, named mohammad Reza ? the son of Reza Mirpange- was set as a monarch in Iran. Since the extinct shah -Mohammad Reza- was supposed to take and enter Iran into western civilization slavishly, so many schemes were implemented that Iran becomes another market for the western ceremonial goods without any progress in the scientific field. Our Islamic culture would not allow such an infestation, and this was an impediment in front of shah and his foreign masters? way. Thus, they decided to make this noble and tenacious culture weak gradually that Iran be attached strongly to the west as far as its economy, politics, and culture was concern. After the implementation of this policy and the unreal and outward of upswing, the villagers began to rush to the cities. Upon the enforcement of the land reform, the status of the villages became worst than the past and villagers for earning some breadcrumbs, they were deceived by the dazzling look and the misleading features of the cities and became suburban and lived in ghettos.
My family was also suffered in the village as others. After my birth -the fourth one in the family- my family was under more pressures. My father had finished 6 grade of elementary school. He was a hard-bitten toiler blacksmith, a pious man who regularly participated in different religious programs. Even though never the dazzling look of the world was appealing to him, but the pressure of the life caused that he decided to migrate to Tehran when I was one year old. We chose to live in south central part of Tehran where is called Pamenar.

My father used to buy newspaper all the time. I remember one day, when I was in first grade, by looking through a newspaper ? with the help of the adults in our house- I read the news of the capitulation passage by the shah?s so called ?parliament.? Even though I did not understand the meaning of that issue at that time, but due to the protests and the objections of the religious schools of thoughts with the leadership of Imam Khomeini -Almighty God bless his soul- and the relentless reaction of the extinct shah, I realized that Mohammad Reza attempted to add another page to his vicious case history which was the humiliation and indignity of the Iranian people versus Americans. That was the year that the extinct shah slaughtered many followers of Imam Khomeini.
Imam Khomeini was released from prison. I never forget Imam Khomeini?s speeches during those years which was very persuasive and appealing. You would hear the strong faith to Almighty God in his orations. He invited the people to pure Islam. His message was invitation to the belief of monotheism- Unity and Oneness of God- and also justice, elimination of oppression, injustice and sedition in the world. He was courageous and had a valiant heart. He spoke firmly and securely. His orations were simple and honest. The people accepted his guidance sincerely. Due to these characteristics, he was a beloved leader for every individuals-young or elderly. Of course he was a disgrace for shah?s regime and his Americans masters. Notably, even among his enemies, he was respected with a special honor.

Eventually, the existence of Imam Khomeini was unbearable for the extinct shah and he could not tolerate him any more. Since they knew if they kill him-as they did a great number of his followers- the bloody uprising can not be controlled. Consequently they decided to exile him in order to separate the leader from his followers and to restrain the revolution which was occurring. They send him into exile overnight and his exile lasted 14 years.
While Imam Khomeini was in exile, I became more familiar with his ideas, thoughts and philosophy through his companions and disciples in different classes and meetings. The more I became familiar with his thoughts and philosophy, the more affection I had for that divine leader and his separation and absence was intolerable for me. Although the enemies of the Iranian Muslims separated their leader from them, but always he was in people?s hearts and was more close to them than ever.

When I used to go to high school, shah celebrated the 2500 years of monarchy of Iran. Those years, poverty among the oppressed people of Iran was escalated and doubled. The imposition of the cost and the expenditure of these festivals and ceremonies and also the crapulence of shah?s debauched clan and their foreign companies, broke the people?s back. All necessary materials and supplies of these illegitimate functions were brought to Iran from Europe by the exclusive and specific airplanes. Probably one can claim that the disgraceful festivals of the 2500 years of kingdom in Iran -which was arranged by the traitorous shah- were the most expensive festivals in the history of the civilized human.
Anyway, in this situation, my father?s sledgehammer and anvil could not cover my family?s necessary expenses. Thus, I had to start working in a shop- that made certain parts for cooling system of buildings- to make some money to cover a portion of my family?s expenses and also my educational costs. Even though I was very playful those days, but was aware of my school & education. I was a distinguished student. From that time, I was interested and attached to teaching. I used to teach my friends and others in their houses. The last year of my high school, I prepared myself for university admission test-conquer. And later on that year, I took the test. Although I had nose bleeding during the test, but I became 132nd student among over 400 thousand participants. I was admitted for civil engineering major in one of the technical universities in Tehran. That was three years before the revolution. Even though the revolution was taking place and I was involved in certain activities against the illegitimate regime of the monarch in Iran-the mercenary & puppet of U.S. & Britain- but I was aware of my education and did not give it up.

In order to stop the university students from joining the revolution, the traitorous shah and his clan tried to abolish Islamic belief and revolutionary motives among students, by propagating immorality, promiscuity, and perversion in universities in Iran. Although a small number of students fell into their traps, but in general, university converted to a base for demonstration against shah?s regime. The people?s faith and devotion to Islam was the main reason that they became ready to face bloodthirsty shah with his brutal and savage torture and encounter his death squad.

Imam Khomeini after being in exile in Iraq and elsewhere- came back to Iran. The manner is which Imam Khomeini was warmly welcomed on his return after fifteen years of exile by Iranian nation will always be remembered in the records of history. Whole Iran poured out in the streets to welcome Imam. The eyes of those watching Iran from the outside world were dazzled to see this great event and they were helpless to understand and come up with an explanation for what they saw.
The Islamic Revolution of the nation of Iran achieved victory after several years of severe hardships, brave perseverance and sacrifices of thousands of martyrs to the unbelievable astonishment of political analysts of East and West and right in front of the watchful eyes of Intelligence apparatuses of the great World powers at that time. Our Revolution was unique in its own kind. The whole Iranian nation with empty hands and only relying on the divine weapon of faith and under the leadership of an 80 years old man, was able to give a crushing defeat to the mercenary of USA, the Shah (King) of Iran and disclose the real disgraceful face of his powerful supporters to the countries of the region and the whole world.

Although, right at the beginning of the movement of Imam Khomeini, the type of Government Imam was seeking to establish was known to everybody, however, Imam repeatedly laid great emphasis that everyone?s opinion should be taken into consideration (by holding a referendum) for the establishment of the type of new government in Iran. This he did so as to show right at the outset that it is with the wishes of the nation as well as in accordance with the principles of Islam, that an Islamic Government is established. Although, there was absolutely no need of a referendum, but Imam with his wise foresight, proved his point of view to everyone and left no place for those who wished to seek alternatives. This action of Imam and vehement participation and positive reply to the establishment of Islamic Republic by the Iranian nation, caused disappointment of some of the political groups that were affiliated to great world powers. These terrorist groups with the support and directions from arrogant powers, the leader of them being USA at that time, started massacring innocent people as well as the leading figures of the Islamic Revolution. They, like their supporting masters, thought that they can undermine and collapse the new government right in its beginning. But, the nation of Iran was not ready to give this precious and great Revolution from their hands so easily. They stood firmly and with great difficulties, remained loyal to Revolution and protected it at all costs. They were ultimately able to force these terrorist groups out of their own country. Although these terrorist groups are still under the protection and shameful support of Great Satan USA, however, the slap that these groups have received from the brave nation of Iran will never be forgotten by them.
The global arrogance had determined to defeat the Islamic Revolution of Iran at all costs. The reason was that they were afraid that this revolution will become a model and ideal path for other nations in the region and in the world. On the other they also wished to get back their lost prestige. Thus, they, in addition to supporting daily terrorist activities inside Iran, they also supported regime of Saddam to attack Iran and start the imposed war. The analysis of corrupt politicians at that time was that Iranian revolution was in its beginning and the government was not fully established and was not powerful enough to survive. The security apparatus of state, they thought, was not fully functional and was weak and didn?t have enough weaponry and experience. And, on the other side was Saddam, whatever he wanted, they provided him, and they thought that he will win the war on Iran. Saddam, intoxicated with power and while receiving all the economic, military and intelligence support that USA and other Western countries provided him, proudly announced that he will capture Tehran within 3 days. The war that was imposed on Iran, continued for more than 8 years instead of 3 days and ultimately in the end, not even an inch of Iranian land reach the hands of Saddam and his supporters.
During these 8 years, Saddam fought with us and also with his own people. He bombarded our cities with chemical weapons provided by the Western powers and also Iraqi villages and towns. During the whole period of war, while Saddam was bombarding our cities, Islamic Republic of Iran, obeying the laws of Islam and humanitarian principles, never attacked cities and limited the war with the army of Iraq in the battlefield. It is sad, that even this humane attitude of Islamic Republic didn?t impress those who at world stage watched the war at that time.

At the beginning of war, I was 25 years of age. My mother and wife and all the mothers and wives of the Iranian nation, whose youths and their wives participated in war and defended their country, patiently trained and educated the next generation, which is brave, resisting and faithful. Today?s brave and strong youths are the fruits of hardships and untiring efforts of the days of past.
The sacred defense in the universities was related to teaching human values. Side by side, the experience of life and death during war made this life like a heaven on earth and hereafter, such that what was said and heard about it and carried out at that time, was truly godly.
Brotherhood, faithfulness, seriousness and loving hard work, spirituality and worship, eagerness and happiness to do good, sacrifice and bravery, all these values have proved to us time and again that this world and hereafter are not opposite to each other, rather they both are completely in harmony with each other. At that time, martyrdom was the only wish of our defending fighters.
In the year 1988, one year before the demise of Imam Khomeini, may peace of God be upon him, the United Nations Security Council passed the resolution to stop the war and Imam unwillingly accepted it and announced that this acceptance on his part is like drinking poison. The war ended and in a situation when all the international organizations strived very hard to distort and hide the facts that Saddam was the aggressor and that the arrogant powers had fully supported him. For those who were not aware of the close working of these international organizations and arrogant powers of the world, this indifference to and distortion and hiding of the facts was a very shocking experience.

2006-03-25 MISSISSIPPI, JACKSON - Randy Walker swears he would have died from his diabetes after Hurricane Katrina had a sheriff not seized two FEMA trucks filled with ice and distributed it to residents, many of whom had to keep their insulin cold.
Now, that sheriff could be prosecuted on charges of interfering with a federal operation.
Forrest County Sheriff Billy McGee commandeered two 18-wheelers full of ice from Camp Shelby, a Federal Emergency Management Agency staging area, after five days passed with little relief for residents living without electricity in the wake of the deadly storm.
"If it hadn't been for him, I'd be dead right now and I know that," Walker said. "I'll go to court for him or whatever it takes."
McGee had worked out a deal to plead guilty to a misdemeanor charge of interfering, intimidating and impeding a federal officer, but U.S. Attorney Dunn Lampton withdrew from the case and the Justice Department sent it to federal prosecutors in Louisiana.
U.S. Attorney David Dugas in Baton Rogue, La., said he has not decided whether to prosecute McGee.
The ice trucks had been sitting idle at Camp Shelby before the sheriff ordered them sent to the towns of Petal and Brooklyn on Sept. 4. McGee has said his deputies detained a National Guard soldier who tried to interfere.
Rep. Bennie Thompson, D-Miss., a critic of the federal response to Katrina, has urged the Justice Department not to pursue the case.

INDIANAPOLIS -- An Indianapolis police officer was arrested at a local pharmacy Monday afternoon on suspicion of prescription forgery, authorities said.
Officer Mark Kuykendall was arrested at a CVS store at 3507 Kentucky Ave. Police said he had gone to the store to get a prescription filled, and a pharmacist became suspicious, thinking the form had been altered or forged, 6News' Ericka Flye reported.
The store alerted sheriff's officers, and Kuykendall was arrested after an investigation at the store, police said.
Information on what the officer allegedly was seeking at the pharmacy wasn't immediately available.
Kuykendall has served with the Indianapolis Police Department for eight years.

- Strategic Goal
Reduce the level of public corruption that has an impact in the United States.
- Situation
Public corruption poses the greatest single threat to the credibility of government institutions at all levels. Corruption by those controlling the nation?s ports of entry and handling the issuance of visas and other identity documents opens our country?s borders to potential terrorists and other criminal actors. The serious increase in cases of law enforcement officers forming or supporting drug trafficking enterprises threatens the safety and security of our streets. Corruption within correctional facilities undermines our criminal justice and judicial system. When military contracts involving vital defense and weapons systems become the subject of bribery and kickbacks, national security is directly weakened. Many major metropolitan areas have witnessed the indictment and conviction of public officials for corruption related activity, with public money being misused for private gain. Along with the increasing frequency of all types of corruption, the level of sophistication and complexity of this criminal activity present special challenges.
Corruption allegations are among the most sensitive matters addressed by the FBI. They must be investigated quickly, fairly, and accurately. Using a variety of federal statutes and investigative techniques, the FBI focuses investigations on all levels of government ? federal, state, and municipal ? and all branches of government ? executive, legislative, and judicial. Approximately 50 percent of the FBI?s public corruption investigations involve law enforcement officers, chiefly due to the sheer number of officers in the United States. Similarly, allegations against municipal and state public officials, frequently involving contract or regulatory matters, are regularly investigated because of the large number of such officials. Some of the FBI?s most sensitive and highest impact investigations center on executive and legislative officials, as evidenced by the recent indictment of a former Illinois Governor, a former Texas Attorney General, and a sitting member of Congress. The FBI?s Southwest Border Corruption Initiative will continue to target those officials who, by misuse of their public office, negatively affect commerce between the United States and Mexico, aggravate drug trafficking and violent gang activity, and endanger the security of our nation. Finally, when U.S. businesses bribe foreign officials to illegally compete in the international marketplace, the FBI investigates under the Foreign Corrupt Practices Act to prevent adverse impact on national security and foreign policy priorities.
In almost every case, greed is the principal motivating factor in public corruption. Over the next five years, government funding will expand, providing increased opportunity for government officials to engage in corruption. Similarly, as the United States increases security at the borders and in the issuance of identification documents, criminal enterprises will expand their recruitment efforts of public and law enforcement officials to bypass the increased security.
- Strategic Objectives
IIE.1 Reduce law enforcement corruption within the United States to increase our country?s public safety and national security.
Recognizing that any corruption within our nation?s law enforcement agencies directly undermines public safety, the FBI aggressively investigates these crimes. The proliferation of drug trafficking enterprises in the past decade has led to increased corruption of public officials along the southwest border of the United States, who facilitate drug trans-shipments into the United States. Corrupt officials also facilitate illegal immigration, and this is expected to increase over the next five years. There is a serious concern that drug and alien smuggling organizations could be used by terrorists to facilitate their entry into the United States, and corrupt officials dramatically increase the success of smuggling operations. The FBI will need to increase its efforts in this arena to minimize the national security implications.

Federal criminal civil rights statutes protect individuals from hate crimes which interfere with protected activities such as voting, use of public accommodations, and access to housing. World and national events trigger periods when specific groups become targets of increased levels of hate crimes. For example, the 9/11 atrocity and its aftermath made the Arab, Muslim, and Sikh communities in the United States especially vulnerable to a wide range of hate crimes. Other groups that have been, and continue to be targeted are the African-American and Jewish communities because of their clear racial, ethnic, or religious identities. In 2002, nearly 7,500 hate crimes incidents were reported to U.S. law enforcement agencies; nearly one-half were based on race, and the remainder primarily on ethnicity or national origin, religion, sexual orientation, or disability. These cases will dramatically increase if another international terrorist attack against the United States occurs.
Civil rights violations under ?Color of Law? occur when those acting under the authority of local, state, or federal laws deprive an individual of rights, privileges, or immunities protected by the U.S. Constitution. The FBI has investigative responsibility for these violations and conducts approximately 1,400 preliminary investigations annually, including those involving allegations against members of state and local law enforcement and non-Department of Justice (DOJ) agencies. It is anticipated that over the next five years, increasing numbers of law enforcement officers will be hired. Although the Law Enforcement Community is overwhelmingly comprised of dedicated professionals, there remains a very small percentage that will violate the Color of Law statutes. As the number of law enforcement personnel increases, so will the number of these violations.
The Involuntary Servitude and Slavery Act also protects individual civil rights and addresses a worldwide crime problem. According to the Department of State, between 18,000 and 20,000 persons, many women and children, are trafficked into the United States each year for involuntary servitude. The FBI investigates violations of the Act, and alarmingly, the number of cases grew over 2,000 percent from 1996 to 2003. The number of humans smuggled into the United States for this purpose will continue to increase over the next five years, and so will the opportunity for criminal enterprises to exploit these individuals.
The Freedom of Access to Clinic Entrance (FACE) Act protects individuals seeking to obtain or provide reproductive health care services from force or physical obstruction. Nationwide incidents related to abortion clinics include murder, death threats, assault, arson, burglary, harassing telephone calls, hate mail, and other acts of intimidation. The FBI aggressively investigates violations of this statute, which often have links to domestic terrorists who violently oppose abortion-related services.
Over the next five years, the FBI will likely need to enhance its capacity to investigate crimes involving violation of federal criminal civil rights statutes ? laws designed to protect the invaluable civil rights of all persons within the country?s territories.
- Strategic Objectives
IIF.1 Reduce the incidence and adverse impact of hate crimes against at risk groups.
The wave of backlash hate crimes against Muslim, Sikh, and Arab-Americans following 9/11 represents an example of the reactive demands often placed on the FBI. More than 500 hate crimes-related investigations were initiated in the immediate aftermath of 9/11, resulting in more than 160 federal and local prosecutions. The FBI will increase its ability to rapidly respond to hate crimes following triggering events, and expand its outreach to potential victim groups.
Priority Actions
Graphic bullet Increase partnerships with civil rights advocacy organizations, political and religious leaders, minority student organizations, and other groups related to at-risk populations to identify trends and provide education to reduce the incidence of hate crimes.
Graphic bullet Increase partnerships with local and state law enforcement agencies to address hate crimes.
Graphic bullet Develop and broaden media strategies to increase community hate crimes awareness, and ultimately decrease the number of hate crimes.
Graphic bullet Increase hate crimes training to federal, state, and local law enforcement agencies, and increase the readiness of law enforcement agencies to notify the FBI of significant incidents.
Graphic bullet Create a surge capability and develop strategies to augment existing resources after triggering events.
IIF.2 Minimize the occurrence of crimes under the Color of Law statutes.
The overwhelming majority of law enforcement and correctional officers in the United States are dedicated professionals, and through continued training the percentage of Color of Law violations are not expected to increase. However, while the percentage might not increase, the actual number of violations has the potential to expand due, in part, to the increasing numbers and turnover of law enforcement and correctional officers expected in the next decade. In addition, according to DOJ statistics, the number of individuals in U.S prisons and jails surpassed two million in 2003. With these large numbers of officers and inmates, Color of Law violations will likely increase in the next five years.
Priority Actions
Graphic bullet Identify law enforcement agencies and correctional facilities needing Color of Law-related training to reduce violations, and expand Color of Law training curricula to meet evolving trends and issues.

It's not working, folks.
I have tried to do everything I can to be the African-American I?m supposed to be, but I just cannot continue. I am hereby resigning myself from the Black Race. And before I get death threats from my Black brethren out there, hear me out.
I have almost made it through another Black history month, in which I?m supposed to do all I can to insult White people for 28 days. I guess I should even say the Black History month is a racial conspiracy by White people since they only gave us 28 (or 29) days to rip their dignity to shreds, while the other months have 30 or 31 days. I guess it?s just another example of the Black man not getting his fair share.
Frankly, many of my Black brothas and sistas? are starting to? well... embarrass me. Can I turn on the television and not hear some Black liberal puke complaining about something?
I?ll start there ? television. First we had the NAACP (Notorious African American Communist Pigs) lambasting Hollywood for not having enough Blacks in front of (or behind) the cameras. ?We don?t see enough Black folk on TV.? An economic boycott is threatened, the ugly ?R? word is used, and Hollywood (you know, those rich White guys) capitulate. Did anyone ask were the accusations true? And if so, who really cares?
Whenever I turn my television to watch my favorite programs, I see plenty of very wealthy and successful Black men excelling in their trade/craft. But I guess the NFL, the NBA, and Major League baseball doesn?t count. It must be just me. I guess the "quota kings and queens" don?t count those folks. Then another ?study? comes out. This one says, ?While Blacks are over-represented on television, they are still given only minor roles, or are on screen for less than 5 seconds at a time.? And, of course, this too is unfair. The easy defense against this eternal whining was for anyone to just mention three letters: B.E.T
That?s right, Black Entertainment Television, where you can get all the Blackness you want, 24/7 with all those Black folks in front of (and behind) all those cameras. Gee, only about 60 million cable viewers can see that.
I guess it?s just me. Maybe Momma didn?t raise me right. Now we have that flag issue in Dixie. Most folks thought if they just took down that flag, all this controversy would just go away. After all, it?s a horrible reminder of slavery.
Strange, I can?t find a Black person in this country who can remember being a slave. I also can?t find one White person in the country who will admit to owning slaves. In fact, most of the Whites in this country (according to my investigation) had ancestors who landed on these shores long after slavery ended in North America. And I can?t repeat what some of those Irish folks told me. But, for one month I?m supposed to hate the Confederate flag. Not just waving over the South Carolina Statehouse, but on police cars in Mississippi and in front of livestock shows in Houston. I?m supposed to call for the changing of the names of bridges in Virginia, parks in Tennessee and the defacing of portraits of General Lee. I?m even supposed to support Rep. King?s (R-NY) demonizing of every Southerner in the halls on Congress. I?m supposed to support and endorse all of this because I?m a Black man.
Yes, boycott South Carolina. Boycott the entire South until they get their ?minds right.? This means, no Blacks (like me) should do any business with the South period. So, to that Black businessman in Memphis, sorry. Hope you can get some of those racist White folks to patronize your store. The NAACP says I can?t go there.
About the family reunion this year in South Carolina ? forget it. Nope, not me. Our un-elected Black leadership says we gotta boycott. Don?t worry, I?ll explain to that Black soul food caterer in Columbia that the reason he?s losing so much business this year is because of a piece of cloth hanging over the capitol building. He?ll understand.
And Florida? we?ll have to leave you out, too. You see, Governor Jeb Bush enacted a program called ?One Florida? in which anyone who finishes in the top 20% of his or her class gets a scholarship to a public University in Florida. I can?t figure it out for the life of me, but according to my Black leaders, that?s racist, too. The NAACP head (case) says we?ll boycott Florida until that?s changed. By the way, isn?t it interesting that the same people who say we should boycott everything economically are the same people who say Blacks are economically deprived in this ?White dominated? society? What they?re telling me is that Black people are too stupid to make it into the top 20% of the graduating class, and that most Black people are too stupid to see through their lies. And most of these self-appointed Black leaders probably NEVER made it into the top 20% of anything. But nevertheless, they?re my leaders. Dan Rather, Tom Brokaw, Peter Jennings, Bill Bradley and Al Gore say they are, and since all these self-appointed ?oracles? are White, they must be right.
Even Secret Service is getting into the act. Some of these guys, even though they get to guard the President and the Vice President, say they haven?t got the promotions they deserve. Where?s the dignity? I guess those White Secret Service agents get to guard folks more important.
Here?s a suggestion for the Black Secret Service agents who guard those important White folks (from the south): Wanna become heroes and restore your dignity? Quit. That?ll teach ?em.
As a Black man, I?m told I should pin my hopes on making it rich when the NAACP gets their ?fair share? from suing all those guns dealers. After all it?s those gun dealers? fault for all those Black folks shooting all those Black folks. Perhaps next year, they?ll be suing bed-sheet makers, rope manufactures, and the South American drug cartels.
I have asked my Black leaders to sue the ATF, since the only product in America that ?requires? you to list your race before purchasing it is a firearm. They haven?t returned my call. But then again, the right to keep and bear arms isn?t listed under ?civil rights? anyway, is it?
It?s okay. We?ll just sue the gun-makers instead. That?ll teach them to not sell guns to us Black folks (so we can get gunned down for reaching for a wallet.) Yes, if we just sue a few more White folks, harass and slander the rest, one day ? maybe one day--we won?t have to put a prefix in front of the word ?American? anymore.
Well, I?m not waiting for that. I have done everything to try to advance the cause of personal freedom as a Black man, and to enjoy the liberty that my parents fought for, but it is just not working. These White people are just too smart for me. They made sure that I never had to wait at a Denny?s restaurant longer than anyone else does. Some of them hired me for simply having the brains to do the job. Some of them (the real sneaky ones) had the gall to judge me by the content of my character, and not the color of my skin. They?ve paid me in dollars with White slave-owners' photos on them. And, damn them, they made me earn it first.
They have allowed me to own my own business. They even went so far as to steal tax dollars from other White people to make sure I got an education ? so I could like?make it in this world.
What an evil plot. Since there is almost no reason to bitch about anything anymore, it must be?institutional racism.
I am through being used. I am fed up with trying to conform. This year, when I fill out my Census form, I will let them know that I quit. I wish to no longer be a Black American. I want nothing to do with race baiting, whining, pandering for more tax dollars; family breakdowns, and the Al Sharptons of the world.
I don?t want to be Black anymore.
I am somebody, and I don?t need Jessie Jackson to tell me that. My father already did.

I refuse to be used as a statistic to get more left-wing socialists into Congress.

A Eulogy for the Civil Rights Movement
In Remembrance of Dr. Martin Luther King, Jr.

On Monday, January 15, 2001, the Charlotte Observer reported that nearly 4,000 protesters rallied at the South Carolina state Capitol - meaning there were probably less. The reason of course, was to remove the Confederate Flag from the grounds of the Palmetto State capital grounds. It was said by one prominent protester, "This is about honoring Dr. Martin Luther King." This is the big lie, and represents the painful death of the Civil Rights Movement.
As many know, I have been a strong supporter of Southern Heritage. On this same night, I was on a local television program in honor of Dr. Martin Luther King. About halfway through the program, I began to wonder why many in the black community even honor his name anymore. There are some within the white community who still hold reservations about the man. But on the other side of the tracks, it has become worse than calling him a womanizer, a communist, or a troublemaker. They have almost blasphemously used the King name to justify behaving like some of the same people King marched against.
Nelson Rivers, national field director of the National Association for the Advancement of Colored People (NAACP) is from Charleston, South Carolina. Keep in mind that this protest was in honor of Dr. Martin Luther King, Jr. He said, "No more functions in peace. You cannot be bringing that money into South Carolina. Somebody says they're going to have the Spoleto Festival in Charleston whether we march or not. Let's find out. Let's see what they do."
This is what King stood for? Hurting black businesses while tourism in South Carolina has increased during this NAACP boycott? Not as far as I could remember.
As I've stated before, (and on the television program on Monday,) Dr. King's greatest battle was not against the Southern social/political machine, but within the black community itself. King had to "overcome" those forces within the black community who clearly had a different agenda. Much of this agenda has come to the surface today, and is even considered by many to be the conventional wisdom of the entire black community. Strangely, when I brought this up on that television show with three of the best known black men in rural Pahrump, Nevada, I got little disagreement. In fact, there was no disagreement at all.
What used to be a movement of Civil Rights has become a movement of "Civil Retribution." Where once the policy of non-violence, honor and honesty was the rule, violence has become an acceptable means to an end. Intimidation and extortion is encouraged from high levels of so-called "civil rights" organizations. Honor and honesty have been replaced by who can yell the loudest and get the most media coverage.
An example I used on this television program (again - with no disagreement) was Jesse Jackson's sojourn to Decatur, Illinois to fight against the local school system's suspension of several adolescent thugs who terrorized a high school football game. The fact that these distinguished black men offered NO disagreement whatsoever is just more evidence that the movement is dead - if not dying fast. But forget anyone in the black community saying that. It's a little secret those so-called black leaders and the media would rather you didn't know.
Today's battle cry is to remove every vestige of Confederate memorabilia from existence - in honor of Dr. King, of course. But in all of Dr. King's public statements, he NEVER said anything about the Confederate Flag or its symbols. You see, he knew there were much more important issues facing the black community. Maybe he also knew that for a group of people to receive respect, they first had to earn it, as well as give it to others. Sadly, this is not the case today.
Among too many in the black community, racism, fascism, bigotry, intolerance, and insensitivity have become the norm. These are principles that King wanted no part of from anyone - black or white, and said so publicly on many occasions. If you are black and you're reading this, please don't write back with the evil nasty (racist) names we're so used to seeing. You'll only prove my point. Many comments I have received from angry blacks are unprintable, and some bordered on threatening.
Here's another example: Rivers called the State House monument of a Confederate soldier atop a pedestal, which honors South Carolina's 20,000 Civil War dead, "that redneck statue."
And these people claim to be fighting for civil rights?
In Rivers' complete arrogance and ignorance, he called over 97,000 of his own descendants - his own bloodline, "rednecks" - considered a derogatory term by many white people today. He also insulted the descendant of every person who gave their lives to protect the building (where Rivers was speaking) from General Sherman's (the Great Arsonist of Atlanta) army cannons. And they weren't flying a Confederate Flag.
But no matter. Like communists, today's black political leadership advocates sensitivity training, where people are taught to feel guilty based on their skin color, sex, or place of birth, and to accept every insult laid upon them, all for the sake of "getting along."
Like some in the Old South, today's black political leadership turns a blind eye when Southern Heritage supporters are threatened, assaulted, and in some cases, even shot at.
Like true fascists, today's black political leadership believes in open extortion to achieve their demands. Attempting to sue the Microsoft Corporation does not solve any racial problems in America, but sends a signal that there is NO economic incentive to stop racism in America. To the "race pimps" of today, it has become a profitable business.
To highlight this point is the ongoing attempted "blackmail" of America. I'm referring to "reparations" now being asked by some in the black leadership from the United States government (read: the taxpayers of America). As it was told to me Monday night, these tax incentives would be used to "level the playing field," and to help blacks get out of the ghettos, etc. I guess two trillion dollars just wasn't enough.
The fact is, it will NEVER be enough for these people. As long as there are guilt-ridden white people out there who remain silent in the face of injustice - as long as there are white people who participate in this system, this will continue. And the race pimps will continue to grow rich, while doing everything they can to ENSURE racism exists in the world - else they have nothing to do.
This is NOT what Dr. Martin Luther King stood for. And I submit that if this was his view on "the other side of the mountain", those marches toward "that mountain" would have stopped dead in their tracks.
Again, if you are black and are reading this, I hope you are furious. If your anger is toward the author, remember that I am not the person causing the racial strife in this nation. I am not the one who seeks to pass laws making blacks and other minorities "superior citizens" (read: hate crime legislation). I am not the one attempting to extort money from innocent white people. I am not the one who stands and all but preaches to the world that white people have no rights, and in fact, should be passed over for jobs solely due to another person's skin color. I am not the one insulting white people and their ancestors for fighting for a cause they believed in. I am not the one threatening and assaulting fellow blacks for fighting for that same cause. I am not the one using the plight of inner cities blacks as an excuse to behave in any manner I wish in order to achieve fame and fortune.
You see, dear black reader, what is written in the above paragraph was EVERYTHING Dr. Martin Luther King fought AGAINST.
As those distinguished black men I sat next to ALL proclaimed that America is the best country in the world (especially for blacks,) it seems that trillions of dollars, affirmative actions, quotas, government handouts, civil rights laws tilted against other races, protests, demonization of Southern Heritage and name calling has only led to the neo-black leadership to call for reparations.
My prediction: This will be the battle cry of the next month, which happens to be "White Guilt Month" (Formerly Black History Month). So, for those blacks (and I certainly do not mean all of them) who feel there is just no solution to the problems of 400 years of "white man domination," I have the ultimate reparation proposal that should satisfy all concerns.
Just as it was justified that Arabs be carted off for the Jewish people to occupy their "promised land" after the third worst holocaust in history (Sorry, Jews - Stalin and Mao trumped Hitler,) I, on behalf of all those who are FED UP with left-wing whining, propose the same for all the liberal blacks that cannot be satisfied..
Africa.
Yes, where the environment has been spared (for the most part) from those evil racist corporations. Where blacks are in the majority and race shouldn't be an issue. Where those evil white people (none of whom are alive today) took you from the land - we propose to give it all back. If there are any "fundamentalist natives" on the Dark Continent who may have a problem with your "settlements," we'll even provide proper, armed protection against those fellow blacks who might try to "deny your civil rights."
Included in this "reparation package" will be FREE airfare from New York, Washington, and Atlanta via the airline of your choice to places like Casablanca, Mogadishu, Cairo, Johannesburg, and Liberia. Just say the word, and the funds for that one-way trip of a lifetime will magically appear.
Please don't think anyone's trying to get rid of you. All we are doing is trying to work toward Dr. King's vision, and improve race relations in America by relocating some of the worst racists who reside in America to places more fitting to their beliefs and culture.
Look at the benefits: You can honesty call yourself "African American." You won't be disenfranchised. You can use those immigration laws you lobbied for here to win support for special status there. There's more than 40 acres for everyone, and forget the mule - we'll throw in an SUV. Being from America, some of you will take with you trade skills that are badly needed in Africa to help bring that continent out of poverty - all those things you learned in that evil, racist place called America. You can help stop the slaughtering of Christians in the Sudan. And with the recent behavior of some of you here, you can be entertained by the ethnic cleansing that is taking place in Southern Africa against white people. Free education and health care provided by the United Nations. And most of all, those blacks who are left here won't have to feel intimated any longer about simply wanting to be considered an American. We can live in harmony with our fellow Americans without being insulted daily by the left-wing media who pick and choose "black leaders," forcing everyone to wonder if there is any common sense left in the black community as a whole.
Some of these proposals may sound mean-spirited, evil and yes - racist. But many in the black community who work, raise their children and mind their own business need to know that many white people who even marched with Martin Luther King, Jr. years ago would jump on this proposal today. They won't say it of course. But if the Mfumes, Jacksons, and Sharptons of the world were to give out a mailing address to donate to this - the ultimate reparation, I'd predict they would raise more cash than they EVER would suing Microsoft, Texaco, Coca Cola, Hollywood, firearms manufacturers, or even the U.S. Government. - and a lot faster.
This is what has happened to race relations in America since the death of Martin Luther King Jr. If some of the black "poverty pimps" who parade themselves on television had goals that are being implemented today, then they must have celebrated King's assassination, and spit on his grave when no one was looking. Under the current black leadership (in power since King's death,) a whopping 25% of black males will never be allowed to vote, or have the right to keep and bear arms. They are part of that federal plantation now. Black private land ownership is now less than during the days of Jim Crow laws. On the mean streets, a black man's greatest fear is another black man (per - Jesse Jackson). Even though Christian Faith was the sword and the shield for the Civil Rights movement when it began, successful blacks such as Reggie White and Clarence Thomas are vilified for even mentioning the Lord's name - or His Holy Words. Young black children are being taught to praise criminals as role models, and to regard true role models as Uncle Toms, sell-outs, and other names that are unprintable.
Conservative blacks and Southern whites are openly discriminated against in the workplace and in society with no recourse whatsoever. Their symbols are trashed, they are mocked, threatened and assaulted. Although part of the movement for civil rights was to achieve a better education for blacks, the "black leadership" now fights with all its power to keep as many blacks as possible in a failing public school system. They strive to entrench themselves in power in the metropolitan areas, while passing laws that economically prevent many blacks from finding greener pastures elsewhere, and exposing them to criminal behavior without a sound defense.
The Civil Rights Movement is dead, America. Those old black & white epic scenes of heroism for a gallant cause - gone. Martin Luther King, Jr. is dead - and part of "that" movement died with him. His dream lives on - but many in the black power structure are making sure that it will always remain nothing more than a "dream". What has risen is a new "Klan" with a suntan that seeks nothing less than absolute humiliation of people they hate, and to become rich in the process. They seek all of this at the expense of America, itself.
So as we spend now till the end of February burying this corpse, let us find new leaders, and seek to better educate those who would follow. Let us look to those who will rise up above the State-Sponsored media spin from within the black community and say "enough is enough." Let us all re-dedicate ourselves to judging men and women by the content of their character, and not catering based on the color of their skin. Let us all become Americans by respecting the rights and heritage of our fellow Americans, and not look at them with disdain. Let us agree that fighting intolerance cannot be achieved by practicing it. Let each and everyone of us - learn within our hearts to hold these truths self-evident: That all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.
The Civil Rights Movement - May it rest in peace.

I read your editorials in the Sierra Times with great pleasure and frequently laugh out loud at some of your obvious humor, but more often than not, at the laughable reality of what you have to say.
The purpose of this letter is twofold. First is to thank you for your frankness and courage to speak your mind on tough topics in an open forum and, second, to ask if you're for real.
The reason for the second question is that you are a black American (I know you said you didn't want to be black anymore - sorry, but I did refer to you as an American without prefix) and I am thunderstruck that you could so openly defend southern heritage to include the southern cross/Confederate battle flag, et al. In these sad times of cynicism toward someone apparently preferring a good gesture, I find it difficult to believe that
you are a southern heritage advocate unless you are being paid well to be a "black front-man" for southern heritage, or that you are using a clever tack to further incite the philosophical differences between southern heritage folk and others as well as between black and white by appearing to be in favor of southern heritage.
I'm sorry. I know you are probably very offended at this point (maybe you're smiling because onto you) but your points of view and the language of your writing is so fresh and inspirational that spiritual caution is the
better part of valor in this case. If what you espouse is what's genuinely in your heart, then I am one of your biggest fans. If what you offer is just editorial fodder to stir up discussion, then you are just another
member of the media. My American and Southern heart wants to believe that you are the "real deal".
In any case, if you really believe what you write in your pro-southern heritage editorials, you are a rare hero and you command my deepest respect. If you are of the other ilk, then I will take your writings to heart and use what they contain as my own (because they are inspiring and full of pro-southern/American ammo) to use in my personal support to larger causes, not the least of which is saving the MS state flag.

This should make you smile: We also get feedback here from black folks refusing to believe that I'm really black at all - just two white guys disguised as a black man. It seems too many people think that political opinions are shared among those with the same skin color.
Couldn't that be called 'racism'?
Now here's the bigger question: Why is it that people think that a black man could not support southern heritage? Has this issue become so divisive that person of different races have to disagree?
Only if that's the goal all along.
If you read the Dixie State Sponsored Media, there are only two sides to the issue - the black side and the racist side. There isn't even a middle ground anymore - to them. But take away the so-called racist/slavery argument, where are groups like the ACLU defending southern folks' for Freedom of Speech? (not that they would even want their help). No, in the new south, white people are openly discriminated against, are told they can't even say think or believe certain things. As a black man, if I am to be against discrimination in all forms, not speaking out against what is happening in the country today would be hypocritical to say the least.
Even if I didn't agree with the cause of Southern Heritage, who am I to say that battle reenactments should be banned? Who am I to say that the lawful process should be bypassed because a few people may 'feel' offended? Who am I to say that symbols the haven't bothered anyone for over a century are suddenly offensive? This behavior is un-American, yet it continues everyday. Does the NAACP's war against the Confederacy do anything to 'advance' colored people? Of course not - it only fans the flames of racism giving such groups a reason to exist.
Again, putting the common arguments aside, while it looks like black activists are making all the noise over the issue, the media (mostly controlled by whites) are the ones driving the issue down everyone's throats,
and doing whatever they can to cause controversy. Both sides should look at the can of worms they are opening up if this left-wing agenda is allowed to succeed.
If for example, the issue of 'reparations' for blacks is even given serious attention (which it shouldn't), here are a few groups in the United States that have even more justified grievances:
Indians - they suffered genocide worse than the holocaust
Eskimos - land stolen - given no rights until recently
Hawaiian and Pacific Islanders - ditto
Hispanics: Some historical experts say they have legitimate claims to the entire Southwestern US.
Texans - Were never compensated for being forced into the Union
Women - were not allowed to vote until 1920
Irish - suffered under open discrimination and involuntary servitude for years. At times were barred from entering the United States
German Americans - many had businesses destroyed due to outrage during World War II
Appalachians - still suffer under discrimination today
Italians - all considered suspect by J. Edgar Hoover's FBI for possible Mafia ties.
Mormons - were chased, tortured, and even killed by the U.S. government in the 1800's - with no apology.
And today, the worst case of open discrimination is conducted against Christians.
Wanna talk about "Reparations"?
This is the Pandora's box that is being opened by blacks pushing the 'reparations' agenda. Some on the above list have much more of a grievance than Black Americans. Based on the black justification for reparations, I
could conceivably sue the black race for my ancestors NOT going back to Africa after emancipation. By them staying here in the United States, they subjected their ancestors (myself included) to all the suffering they claim. Make sense, doesn't it?
I'm not one of these pie-in-the-sky guys wanting some type of dialogue over the whole Confederate issue. I'd rather they just left the Confederacy alone. It's not about hate, it's about heritage. As a black man, I do not
stand alone defending the Southern Cause. In fact, some of the most vocal statesmen on Southern Heritage happen to be black as well. You see, speaking out against racism should not be a one-sided issue. Racism is racism. Bigotry is bigotry. And I have a dream that one day, large numbers of people will walk hand in hand regardless of race and say...

Conspiracists wonder: Is Ken Lay with Elvis?

News of Ken Lay's death last week in Aspen, Colo., had barely hit the Internet when the conspiracy theories started spinning.
"Lay is not dead; he's hiding with Elvis," one reader wrote on a Chronicle forum that morning. "He had enough money to disappear off the face of the Earth before they sent him to jail. I truly believe he did just that."
Another wrote, "I want to see proof."
Even though Joe DiSalvo, director of investigations for Pitkin County, Colo., said he was "comfortable as the deputy in charge of this that Kenneth Lay was the person who died in that house," some still believe the circumstances surrounding the former Enron chairman's fatal heart attack were all too convenient.
As a result of his death, the 64-year-old escapes the 25 years or more in prison he was expected to face after his October sentencing and his criminal conviction will likely be vacated, as though he had never been charged.
"People are pretty angry he seems to have cheated them from seeing him do the perp walk with the little cuffs around his ankles," said Garth Jowett, a communication professor at the University of Houston. "In situations where there is an element of mystery or where all the threads have not quite been pulled together, people like closure and therefore establish their own."
The need for closure, on top of what some are calling a too-quick autopsy and suspicions about Lay's wishes to be cremated, have led to alternative notions that Lay simply skipped town and is somewhere south, sipping margaritas with JFK.
"That he's now retired to a nice quiet island somewhere ? that's outrageous," Jowett said. "People love to have conspiracies."
Following Lay's death a Web site called www.kenlayisalive
.org was created that encourages readers to submit their "sightings" of Lay ? current submissions have him at the running of the bulls in Pamplona, Spain, and as a member of the Discovery shuttle crew ? and offers over-the-top photos of what he might look like disguised with different hairstyles or after plastic surgery.
David Grillio, director of the New-York-based Americans for Equal Justice, said the group created the site the morning news broke of Lay's death.
"If he is (alive), we would like to play a small part in catching him by keeping it on people's minds," Grillio said via e-mail. "In the end, we are publishers, not private investigators. We will post any information and try to coordinate the effort, but someone else is going to have to find him."
Grillio admits that the site is somewhat mean-spirited.
"We don't generally like to be mean to people, but seeing as how he helped ruin so many hardworking people's lives, we will make an exception in this case," Grillio wrote.
Ken Charles, regional vice president of programming for Clear Channel Houston and program director for KPRC Radio, said listener response was so great following Lay's death that KPRC created a spot on its Web site, www.950kprc.com, for Lay sightings and also links to kenlayisalive.org.
"It was a shock how quickly it went from sadness to anger to conspiracy," Charles said. "His timing was pretty good, if indeed it was a real conspiracy."
Jowett said now that the theories have started, it will take a while for them to stop.
"The Internet certainly creates a channel for distributing this kind of information that then begins to take on a life of its own," he said. "I don't conspire to those theories, but people always want to believe that. Elvis is still out there somewhere."

It may be easy to find fault with the premise of this article. But the plain fact remains that the USA maintains illegal prisons around the world. It remains a secret only to imbeciles in the US. The rest of the world knows for certain that it's quite real.
The way things are going in the US, it's only a matter of time before these underused facilities come online to serve the master. We would bet that not many Japanese in the US doubt the premise of this article. And for Jews in Europe during the Holocaust, the article must hit a hard note.

There over 800 prison camps in the United States, all fully operational and ready to receive prisoners. They are all staffed and even surrounded by full-time guards, but they are all empty. These camps are to be operated by FEMA (Federal Emergency Management Agency) should Martial Law need to be implemented in the United States and all it would take is a presidential signature on a proclamation and the attorney general's signature on a warrant to which a list of names is attached. Ask yourself if you really want to be on Ashcroft's list. The Rex 84 Program was established on the reasoning that if a "mass exodus" of illegal aliens crossed the Mexican/US border, they would be quickly rounded up and detained in detention centers by FEMA. Rex 84 allowed many military bases to be closed down and to be turned into prisons.
Operation Cable Splicer and Garden Plot are the two sub programs which will be implemented once the Rex 84 program is initiated for its proper purpose. Garden Plot is the program to control the population. Cable Splicer is the program for an orderly takeover of the state and local governments by the federal government. FEMA is the executive arm of the coming police state and thus will head up all operations. The Presidential Executive Orders already listed on the Federal Register also are part of the legal framework for this operation.
The camps all have railroad facilities as well as roads leading to and from the detention facilities. Many also have an airport nearby. The majority of the camps can house a population of 20,000 prisoners. Currently, the largest of these facilities is just outside of Fairbanks, Alaska. The Alaskan facility is a massive mental health facility and can hold approximately 2 million people.

High capacity facility, presently manned and populated with some prisoners. Pensacola - Federal Prison Camp Everglades - It is believed that a facility may be carved out of the wilds here.
GEORGIA
Ft. Benning - Located east of Columbus near Alabama state line. Rex 84 site - Prisoners brought in via Lawson Army airfield. Ft. Mc Pherson - US Force Command - Multiple reports that this will be the national headquarters and coordinating center for foreign/UN troop movement and detainee collection. Ft. Gordon - West of Augusta - No information at this time. Unadilla - Dooly County - Manned, staffed FEMA prison on route 230, no prisoners. Oglethorpe - Macon County; facility is located five miles from Montezuma, three miles from Oglethorpe. This FEMA prison has no staff and no prisoners. Morgan - Calhoun County, FEMA facility is fully manned & staffed - no prisoners. Camilla - Mitchell County, south of Albany. This FEMA facility is located on Mt. Halawa Heights area - Crematory facility located in hills above city. Area is marked as a state department of health laboratory. Barbers Point NAS - There are several military areas that could be equipped for detention / deportation. Honolulu - Detention transfer facility at the Honolulu airport similar in construction to the one in.Oklahoma (pentagon-shaped building where airplanes can taxi up to).
IDAHO
Minidoka/Jerome Counties - WWII Japanese-American internment facility possibly under renovation. Clearwater National Forest - Near Lolo Pass - Just miles from the Montana state line near Moose Creek, this unmanned facility is reported to have a nearby airfield. ILLINOIS
Marseilles - Located on the Illinois River off Interstate 80 on Hwy 6. It is a relatively small facility with a cap of 1400 prisoners. Though it is small it is designed like prison facilities with barred windows, but the real smoking gun is the presence of military vehicles. Being located on the Illinois River it is possible that prisoners will be brought in by water as well as by road and air. This facility is approximately 75 miles west of Chicago. National Guard training area nearby. Scott AFB - Barbed wire prisoner enclosure reported to exist just off-base. More info needed, as another facility on-base is believed to exist. Pekin - This Federal satellite prison camp is also on the Illinois River, just south of Peoria. It supplements the federal penitentiary in Marion, which is equipped to handle additional population outside on the grounds. Chanute AFB - Rantoul, near Champaign/Urbana - This closed base had WWII - era barracks that were condemned and torn down, but the medical facility was upgraded and additional fencing put up in the area. More info needed. Marion - Federal Penitentiary and satellite prison camp inside Crab Orchard Nat'l Wildlife Refuge. Manned, staffed, populated fully. Greenfield - Two federal correctional "satellite prison camps" serving Marion - populated as above. Shawnee National Forest - Pope County - This area has seen heavy traffic of foreign military equipment and troops via Illinois Central Railroad, which runs through the area. Suspected location is unknown, but may be close to Vienna and Shawnee correctional centers, located 6 mi. west of Dixon Springs. Savanna Army Depot - NW area of state on Mississippi River. Lincoln, Sheridan, Menard, Pontiac, Galesburg - State prison facilities equipped for major expansion and close or adjacent to highways & railroad tracks. Kankakee - Abandoned industrial area on west side of town (Rt.17 & Main) designated as FEMA detention site. Equipped with water tower, incinerator, a small train yard behind it and the rear of the facility is surrounded by barbed wire facing inwards.
INDIANA
Indianapolis / Marion County - Amtrak railcar repair facility (closed); controversial site of a major alleged detention / processing center. Although some sources state that this site is a "red herring", photographic and video evidence suggests otherwise. This large facility contains large 3-4 inch gas mains to large furnaces (crematoria??), helicopter landing pads, railheads for prisoners, Red/Blue/Green zones for classifying/processing incoming personnel, one-way turnstiles, barracks, towers, high fences with razor wire, etc. Personnel with government clearance who are friendly to the patriot movement took a guided tour of the facility to confirm this site. This site is located next to a closed refrigeration plant facility. Ft. Benjamin Harrison - Located in the northeast part of Indianapolis, this base has been decommissioned from "active" use but portions are still ideally converted to hold detainees. Helicopter landing areas still exist for prisoners to be brought in by air, land & rail. Crown Point - Across street from county jail, former hospital. One wing presently being used for county work-release program, 80% of facility still unused. Possible FEMA detention center or holding facility. Camp Atterbury - Facility is converted to hold prisoners and boasts two active compounds presently configured for minimum security detainees. Located just west of Interstate 65 near Edinburgh, south of Indianapolis. Terre Haute - Federal Correctional Institution, Satellite prison camp and death facility. Equipped with crematoria reported to have a capacity of 3,000 people a day. FEMA designated facility located here. Fort Wayne - This city located in Northeast Indiana has a FEMA designated detention facility, accessible by air, road and nearby rail. Kingsbury - This "closed" military base is adjacent to a state fish & wildlife preserve. Part of the base is converted to an industrial park, but the southern portion of this property is still used. It is bordered on the south by railroad, and is staffed with some foreign-speaking UN troops. A local police officer who was hunting and camping close to the base in the game preserve was accosted, roughed up, and warned by the English-speaking unit commander to stay away from the area. It was suggested to the officer that the welfare of his family would depend on his "silence". Located just southeast of LaPorte. Jasper-Pulaski Wildlife Area - Youth Corrections farm located here. Facility is "closed", but is still staffed and being "renovated". Total capacity unknown. Grissom AFB - This closed airbase still handles a lot of traffic, and has a "state-owned" prison compound on the southern part of the facility.
UNICOR
Jefferson Proving Grounds - Southern Indiana - This facility was an active base with test firing occuring daily. Portions of the base have been opened to create an industrial park, but other areas are still highly restricted. A camp is believed to be located "downrange". Facility is equipped with an airfield and has a nearby rail line. Newport - Army Depot - VX nerve gas storage facility. Secret meetings were held here in 1998 regarding the addition of the Kankakee River watershed to the Heritage Rivers Initiative. Hammond - large enclosure identified in FEMA-designated city.

Leavenworth - US Marshal's Fed Holding Facility, US Penitentiary, Federal Prison Camp, McConnell Air Force Base. Federal death penalty facility. Concordia - WWII German POW camp used to exist at this location but there is no facility there at this time. Ft. Riley - Just north of Interstate 70, airport, near city of Manhattan. El Dorado - Federal prison converted into forced-labor camp, UNICOR industries. Topeka - 80 acres has been converted into a temporary holding camp.
KENTUCKY
Ashland - Federal prison camp in Eastern Kentucky near the Ohio River. Louisville - FEMA detention facility, located near restricted area US naval ordnance plant. Military airfield located at facility, which is on south side of city. Lexington - FEMA detention facility, National Guard base with adjacent airport facility. Manchester - Federal prison camp located inside Dan Boone National Forest. Ft. Knox - Detention center, possibly located near Salt River, in restricted area of base. Local patriots advise that black Special Forces & UN gray helicopters are occasionally seen in area. Land Between the Lakes - This area was declared a UN biosphere and is an ideal geographic location for detention facilities. Ft. Bliss - This base actually straddles Texas state line. Just south of Alomogordo, Ft. Bliss has thousands of acres for people who refuse to go with the "New Order". Holloman AFB (Alomogordo)- Home of the German Luftwaffe in Amerika; major UN base. New facility being built on this base, according to recent visitors. Many former USAF buildings have been torn down by the busy and rapidly growing German military force located here. Beaumont / Port Arthur area - hundreds of acres of federal camps already built on large-scale detention camp design, complete with the double rows of chain link fencing with razor type concertina wire on top of each row. Some (but not all) of these facilities are currently being used for low-risk state prisoners who require a minimum of supervision.

Seattle/Tacoma - SeaTac Airport: fully operational federal transfer center
Okanogan County - Borders Canada and is a site for a massive concentration camp capable of holding hundreds of thousands of people for slave labor. This is probably one of the locations that will be used to hold hard core patriots who will be held captive for the rest of their lives.
Sand Point Naval Station - Seattle - FEMA detention center used actively during the 1999 WTO protests to classify prisoners.
Ft. Lewis / McChord AFB - near Tacoma - This is one of several sites that may be used to ship prisoners overseas for slave labor.
WISCONSIN
Ft. McCoy - Rex 84 facility with several complete interment compounds.
Oxford - Central part of state - Federal prison & satellite camp and FEMA detention facility.

East Yellowstone - Manned internment facility - Investigating patriots were apprehended by European soldiers speaking in an unknown language. Federal government assumed custody of the persons and arranged their release.
OTHER LOCATIONS IN THE UNITED STATES
There are many other locations not listed above that are worthy of consideration as a possible detention camp site, but due to space limitations and the time needed to verify, could not be included here. Virtually all military reservations, posts, bases, stations, & depots can be considered highly suspect (because it is "federal" land). Also fitting this category are "Regional Airports" and "International Airports" which also fall under federal jurisdiction and have limited-access areas. Mental hospitals, closed hospitals & nursing homes, closed military bases, wildlife refuges, state prisons, toxic waste dumps, hotels and other areas all have varying degrees of potential for being a detention camp area. The likelihood of a site being suspect increases with transportation access to the site, including airports/airstrips, railheads, navigable waterways & ports, interstate and US highways. Some facilities are "disguised" as industrial or commercial properties, camouflaged or even wholly contained inside large buildings (Indianapolis) or factories. Many inner-city buildings left vacant during the de-industrialization of America have been quietly acquired and held, sometimes retrofitted for their new uses.
CANADA
Our Canadian friends tell us that virtually all Canadian military bases, especially those north of the 50th Parallel, are all set up with concentration camps. Not even half of these can be listed, but here are a few sites with the massive land space to handle any population:
Suffield CFB - just north of Medicine Hat, less than 60 miles from the USA.
Primrose Lake Air Range - 70 miles northeast of Edmonton.
Wainwright CFB - halfway between Medicine Hat and Primrose Lake.
Ft. Nelson - Northernmost point on the BC Railway line.
Ft. McPherson - Very cold territory ~ NW Territories. Ft. Providence - Located on Great Slave Lake. Halifax - Nova Scotia. Dept. of National Defense reserve.... And others.
OVERSEAS LOCATIONS
Guayanabo, Puerto Rico - Federal prison camp facility. Capacity unknown.
Guantanamo Bay, Cuba - US Marine Corps Base - Presently home to 30,000 Mariel Cubans and 40,000 Albanians. Total capacity unknown.

U.S. Concentration Camps: FEMA and the REX 84 Program

There over 600 prison camps in the United States, all fully operational and ready to receive prisoners. They are all staffed and even surrounded by full-time guards, but they are all empty. These camps are to be operated by FEMA (Federal Emergency Management Agency) should Martial Law need to be implemented in the United States.
The Rex 84 Program was established on the reasoning that if a mass exodus of illegal aliens crossed the Mexican/US border, they would be quickly rounded up and detained in detention centers by FEMA. Rex 84 allowed many military bases to be closed down and to be turned into prisons.
Operation Cable Splicer and Garden Plot are the two sub programs which will be implemented once the Rex 84 program is initiated for its proper purpose. Garden Plot is the program to control the population. Cable Splicer is the program for an orderly takeover of the state and local governments by the federal government. FEMA is the executive arm of the coming police state and thus will head up all operations. The Presidential Executive Orders already listed on the Federal Register also are part of the legal framework for this operation.
The camps all have railroad facilities as well as roads leading to and from the detention facilities. Many also have an airport nearby. The majority of the camps can house a population of 20,000 prisoners. Currently, the largest of these facilities is just outside of Fairbanks, Alaska. The Alaskan facility is a massive mental health facility and can hold approximately 2 million people.
A person named Terry Kings wrote an article on his discoveries of camps located in southern California. His findings are as follows: Over the last couple months several of us have investigated three soon-to-be prison camps in the Southern California area. We had heard about these sites and wanted to see them for ourselves.
The first one we observed was in Palmdale, California. It is not operating as a prison at the moment but is masquerading as part of a water facility. Now why would there be a facility of this nature out in the middle of nowhere with absolutely no prisoners? The fences that run for miles around this large facility all point inward, and there are large mounds of dirt and dry moat surrounding the central area so the inside area is not visible from the road. There are 3 large loading docks facing the entrance that can be observed from the road. What are these massive docks going to be loading?
We observed white vans patrolling the area and one came out and greeted us with a friendly wave and followed us until we had driven safely beyond the area. What would have happened had we decided to enter the open gate or ask questions?
This facility is across the street from the Palmdale Water Department. The area around the Water Department has fences pointing outward, to keep people out of this dangerous area so as not to drown. Yet, across the street, the fences all point inward. Why? To keep people in? What people? Who are going to be it?s occupants?
There are also signs posted every 50 feet stating: State of California Trespassing Loitering Forbidden By Law Section 555 California Penal Code.
FEMA? - The deportees were forced into rail cars, most of which were windowless, unheated cattle cars, and squeezed in so tightly that most were forced to stand. The doors were then sealed shut from the outside.
The sign at the entrance says: Pearblossom Operations and Maintenance Subcenter Receiving Department, 34534 116th Street East. There is also a guard shack located at the entrance.
We didn?t venture into this facility, but did circle around it to see if there was anything else visible from the road. We saw miles of fences with the top points all directed inward. There is a railroad track that runs next to the perimeter of this fenced area. The loading docks are large enough to hold railroad cars.
I wonder what they are planning for this facility? They could easily fit 100,000 people in this area. And who would the occupants be?
Another site is located in Brand Park in Glendale. There are newly constructed fences (all outfitted with new wiring that point inward). The fences surround a dry reservoir. There are also new buildings situated in the area. We questioned the idea that there were four armed military personnel walking the park. Since when does a public park need armed guards?
A third site visited was in the San Fernando Valley, adjacent to the Water District. Again, the area around the actual Water District had fences logically pointing out (to keep people out of the dangerous area). And the rest of the adjacent area which went on for several miles was ringed with fences and barbed wire facing inward (to keep what or who in?) Also, interesting was the fact that the addition to the tops of the fences were fairly new as to not even contain any sign of rust on them. Within the grounds was a huge building that the guard said was a training range for policemen. There were newly constructed roads, new gray military looking buildings, and a landing strip. For what? Police cars were constantly patrolling the several mile perimeter of the area.
From the parking lot of the Odyssey Restaurant a better view could be taken of the area that was hidden from site from the highway. There was an area that contained about 100 black boxes that looked like railroad cars. We had heard that loads of railroad cars have been manufactured in Oregon outfitted with shackles. Would these be of that nature? From our position it was hard to determine.
In searching the Internet, I have discovered that there are about 600 of these prison sites around the country (and more literally popping up overnight do they work all night). They are manned, but yet do not contain prisoners. Why do they need all these non-operating prisons? What are they waiting for? We continuously hear that our current prisons are overcrowded and they are releasing prisoners because of this situation. But what about all these facilities? What are they really for? Why are there armed guards yet no one to protect themselves against? And what is going to be the kick-off point to put these facilities into operation?
What would bring about a situation that would call into effect the need for these new prison facilities? A man-made or natural catastrophe? An earthquake, panic due to Y2K, a massive poisoning, a panic of such dimensions to cause nationwide panic?
Once a major disaster occurs (whether it is a real event or manufactured event does not matter) Martial Law is hurriedly put in place and we are all in the hands of the government agencies (FEMA) who thus portray themselves as our protectors. Yet what happens when we question those in authority and how they are taking away all of our freedoms? Will we be the ones detained in these camp sites? And who are they going to round up? Those with guns? Those who ask questions? Those that want to know what?s really going on? Does that include any of us? The seekers of truth?
When first coming across this information I was in a state of total denial. How could this be? I believed our country was free, and always felt a sense of comfort in knowing that as long as we didn?t hurt others in observing our freedom we were left to ourselves. Ideally we treated everyone with respect and honored their uniqueness and hoped that others did likewise.
It took an intensive year of searching into the hidden politics to discover that we are as free as we believe we are. If we are in denial, we don?t see the signs that are staring at us, but keep our minds turned off and busy with all the mundane affairs of daily life.
We just don?t care enough to find out the real truth, and settle for the hand-fed stories that come our way over the major media sources television, radio, newspaper, and magazines. But it?s too late to turn back to the days of blindfolds and hiding our heads in the sand because the reality is becoming very clear. The time is fast approaching when we will be the ones asking "What happened to our freedom? To our free speech? To our right to protect ourselves and our family? To think as an individual? To express ourselves in whatever way we wish?"
Once we challenge that freedom we find out how free we really are. How many are willing to take up that challenge? Very few indeed, otherwise we wouldn?t find ourselves in the situation that we are in at the present time. We wouldn?t have let things progress and get out of the hands of the public and into the hands of those that seek to keep us under their control no matter what it takes, and that includes the use of force and detainment for those that ask the wrong questions.
Will asking questions be outlawed next? Several instances have recently been reported where those that were asking questions that came too near the untold truth (the cover up) were removed from the press conferences and from the public?s ear. Also, those that wanted to speak to the press were detained and either imprisoned, locked in a psychiatric hospital, slaughtered (through make-believe suicides) or discredited.
Why are we all in denial over these possibilities? Didn?t we hear about prison camps in Germany, and even in the United States during World War II? Japanese individuals were rounded up and placed in determent camps during the duration of the War. Where was their freedom?
You don?t think it could happen to you? Obviously those rounded up and killed didn?t think it could happen to them either. How could decent people have witnessed such atrocities and still said nothing? Are we going to do the same here as they cart off one by one those individuals who are taking a stand for the rights of the citizens as they expose the truth happening behind the scenes? Are we all going to sit there and wonder what happened to this country of ours? Where did we go wrong? How could we let it happen?

The November 2005 Montreal Conference on Climate Change will focus exclusively on global warming. The debate on climate change will center on formal measures to reduce greenhouse gas emissions under the 1997 Kyoto Protocol.
The underlying consensus is that greenhouse gas emissions constitute the sole cause of climate instability.
Neither the government delegations nor the environmental action groups participating in the November 2005 Montreal venue, have raised the issue of "weather warfare" or "environmental modification techniques (ENMOD)." for military use.
Despite a vast body of scientific knowledge, the issue of deliberate climatic manipulations for military use is no longer part of the UN agenda on climate change.
In 1977, an international Convention was ratified by the UN General Assembly which banned "military or other hostile use of environmental modification techniques having widespread, long-lasting or severe effects." (AP, 18 May 1977). Both the US and the Soviet Union were signatories to the Convention.
The Convention defined "'environmental modification techniques' as referring to any technique for changing--through the deliberate manipulation of natural processes--the dynamics, composition or structure of the earth, including its biota, lithosphere, hydrosphere and atmosphere or of outer space." The substance of the 1977 Convention was reasserted in the Framework Convention on Climate Change (UNFCCC) signed at the 1992 Earth Summit in Rio de Janeiro:
"States have... in accordance with the Charter of the United Nations and the principles of international law, the (...) responsibility to ensure that activities within their jurisdiction or control do not cause damage to the environment of other States or of areas beyond the limits of national jurisdiction."

In February 1998, the European Parliament's Committee on Foreign Affairs, Security and Defense Policy held public hearings in Brussels on the U.S based weather warfare facility developed under the HAARP program. The Committee's "Motion for Resolution" submitted to the European Parliament:
"Considers HAARP... by virtue of its far-reaching impact on the environment to be a global concern and calls for its legal, ecological and ethical implications to be examined by an international independent body...; [the Committee] regrets the repeated refusal of the United States Administration... to give evidence to the public hearing ...into the environmental and public risks [of] the HAARP program." (European Parliament, Committee on Foreign Affairs, Security and Defense Policy, Brussels, doc. no. A4-0005/99, 14 January 1999).
The Committee's request to draw up a "Green Paper" on "the environmental impacts of military activities", however, was casually dismissed on the grounds that the European Commission lacked the required jurisdiction to delve into "the links between environment and defense". Brussels was anxious to avoid a showdown with Washington. (see European Report, 3 February 1999).
The possibility of climatic or environmental manipulations as part of a military and intelligence agenda, while tacitly acknowledged, has never considered relevant. Military analysts are mute on the subject. Meteorologists are not investigating the matter, and environmentalists are strung on global warming and the Kyoto protocol.
Ironically, the Pentagon, while recognizing its ability to modify the World's climate for military use, has joined the global warming consensus. In a major study (pdf) , the Pentagon has analyzed in detail the implications of various global warming scenarios.
In the light of the November 2005 Montreal Conference and with a view to broadening the debate, Global Research has compiled a number of important articles and documents on the issue of "weather warfare". Included in annex is the text of the 1977 ENMOD Convention.
It should be emphasised that the 1977 ENMOD Convention is still in effect and that signatories States have committed themselves to abiding by the clauses of the Convention.

TEXT OF THE 1977 ENMOD CONVENTION
Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques
Opened for signature at Geneva: 18 May 1977, Entered into force: 5 October 1978
Depositary: Secretary-General of the United Nations
The States Parties to this Convention,
Guided by the interest of consolidating peace, and wishing to contribute to the cause of halting the arms race, and of bringing about general and complete disarmament under strict and effective international control, and of saving mankind from the danger of using new means of warfare,
Determined to continue negotiations with a view to achieving effective progress towards further measures in the field of disarmament,
Recognizing that scientific and technical advances may open new possibilities with respect to modification of the environment,
Recalling the Declaration of the United Nations Conference on the Human Environment adopted at Stockholm on 16 June 1972,
Realizing that the use of environmental modification techniques for peaceful purposes could improve the interrelationship of man and nature and contribute to the preservation and improvement of the environment for the benefit of present and future generations,
Recognizing, however, that military or any other hostile use of such techniques could have effects extremely harmful to human welfare,
Desiring to prohibit effectively military or any other hostile use of environmental modification techniques in order to eliminate the dangers to mankind from such use, and affirming their willingness to work towards the achievement of this objective,
Desiring also to contribute to the strengthening of trust among nations and to the further improvement of the international situation in accordance with the purposes and principles of the Charter of the United Nations,
Have agreed as follows:
Article I
1. Each State Party to this Convention undertakes not to engage in military or any other hostile use of environmental modification techniques having widespread, long-lasting or severe effects as the means of destruction, damage or injury to any other State Party.
2. Each State Party to this Convention undertakes not to assist, encourage or induce any State, group of States or international organiza-tion to engage in activities contrary to the provisions of paragraph 1 of this article.
Article II
As used in Article I, the term "environmental modification techniques" refers to any technique for changing -- through the deliberate manipulation of natural processes -- the dynamics, composition or structure of the Earth, including its biota, lithosphere, hydrosphere and atmosphere, or of outer space.
Article III
1. The provisions of this Convention shall not hinder the use of environmental modification techniques for peaceful purposes and shall be without prejudice to the generally recognized principles and applicable rules of international law concerning such use.
2. The States Parties to this Convention undertake to facilitate, and have the right to participate in, the fullest possible exchange of scientific and technological information on the use of environmental modification techniques for peaceful purposes. States Parties in a position to do so shall contribute, alone or together with other States or international organizations, to international economic and scientific co-operation in the preservation, improvement, and peaceful utilization of the environment, with due consideration for the needs of the developing areas of the world.
Article IV
Each State Party to this Convention undertakes to take any measures it considers necessary in accordance with its constitutional processes to prohibit and prevent any activity in violation of the provisions of the Convention anywhere under its jurisdiction or control.
Article V
1. The States Parties to this Convention undertake to consult one another and to cooperate in solving any problems which may arise in relation to the objectives of, or in the application of the provisions of, the Convention. Consultation and cooperation pursuant to this article may also be undertaken through appropriate international procedures within the framework of the United Nations and in accordance with its Charter. These international procedures may include the services of appropriate international organizations, as well as of a Consultative Committee of Experts as provided for in paragraph 2 of this article.
2. For the purposes set forth in paragraph 1 of this article, the Depositary shall, within one month of the receipt of a request from any State Party to this Convention, convene a Consultative Committee of Experts. Any State Party may appoint an expert to the Committee whose functions and rules of procedure are set out in the annex, which constitutes an integral part of this Convention. The Committee shall transmit to the Depositary a summary of its findings of fact, incorporating all views and information presented to the Committee during its proceedings. The Depositary shall distribute the summary to all States Parties.
3. Any State Party to this Convention which has reason to believe that any other State Party is acting in breach of obligations deriving from the provisions of the Convention may lodge a complaint with the Security Council of the United Nations. Such a complaint should include all relevant information as well as all possible evidence supporting its validity.
4. Each State Party to this Convention undertakes to cooperate in carrying out any investigation which the Security Council may initiate, in accordance with the provisions of the Charter of the United Nations, on the basis of the complaint received by the Council. The Security Council shall inform the States Parties of the results of the investigation.
5. Each State Party to this Convention undertakes to provide or support assistance, in accordance with the provisions of the Charter of the United Nations, to any State Party which so requests, if the Security Council decides that such Party has been harmed or is likely to be harmed as a result of violation of the Convention.
Article VI
1. Any State Party to this Convention may propose amendments to the Convention. The text of any proposed amendment shall be submitted to the Depositary who shall promptly circulate it to all States Parties.
2. An amendment shall enter into force for all States Parties to this Convention which have accepted it, upon the deposit with the Depositary of instruments of acceptance by a majority of States Parties. Thereafter it shall enter into force for any remaining State Party on the date of deposit of its instrument of acceptance.
Article VII
This Convention shall be of unlimited duration.
Article VIII
1. Five years after the entry into force of this Convention, a conference of the States Parties to the Convention shall be convened by the Depositary at Geneva, Switzerland. The conference shall review the operation of the Convention with a view to ensuring that its purposes and provisions are being realized, and shall in particular examine the effectiveness of the provisions of paragraph 1 of Article I in eliminating the dangers of military or any other hostile use of environmental modification techniques.
2. At intervals of not less than five years thereafter, a majority of the States Parties to the Convention may obtain, by submitting a proposal to this effect to the Depositary, the convening of a conference with the same objectives.
3. If no conference has been convened pursuant to paragraph 2 of this article within ten years following the conclusion of a previous conference, the Depositary shall solicit the views of all States Parties to the Convention, concerning the convening of such a conference. If one third or ten of the States Parties, whichever number is less, respond affirmatively, the Depositary shall take immediate steps to convene the conference.
Article IX
1. This Convention shall be open to all States for signature. Any State which does not sign the Convention before its entry into force in accordance with paragraph 3 of this article may accede to it at any time.
2. This Convention shall be subject to ratification by signatory States. Instruments of ratification or accession shall be deposited with the Secretary-General of the United Nations.
3. This Convention shall enter into force upon the deposit of instruments of ratification by twenty Governments in accordance with paragraph 2 of this article.
4. For those States whose instruments of ratification or accession are deposited after the entry into force of this Convention, it shall enter into force on the date of the deposit of their instruments of ratification or accession.
5. The Depositary shall promptly inform all signatory and acceding States of the date of each signature, the date of deposit of each instrument of ratification or accession and the date of the entry into force of this Convention and of any amendments thereto, as well as of the receipt of other notices.
6. This Convention shall be registered by the Depositary in accordance with Article 102 of the Charter of the United Nations.
Article X
This Convention, of which the English, Arabic, Chinese, French, Russian, and Spanish texts are equally authentic, shall be deposited with the Secretary-General of the United Nations, who shall send certified copies thereof to the Governments of the signatory and acceding States.
IN WITNESS WHEREOF, the undersigned, being duly authorized thereto by their respective governments, have signed this Convention, opened for signature at Geneva on the eighteenth day of May, one thousand nine hundred and seventy-seven.
ANNEX TO THE CONVENTION
Consultative Committee of Experts
1. The Consultative Committee of Experts shall undertake to make appropriate findings of fact and provide expert views relevant to any problem raised pursuant to paragraph 1 of Article V of this Convention by the State Party requesting the convening of the Committee.
2. The work of the Consultative Committee of Experts shall be organized in such a way as to permit it to perform the functions set forth in paragraph 1 of this annex. The Committee shall decide procedural questions relative to the organization of its work, where possible by consensus, but otherwise by a majority of those present and voting. There shall be no voting on matters of substance.
3. The Depositary or his representative shall serve as the Chairman of the Committee.
4. Each expert may be assisted at meetings by one or more advisers.
5. Each expert shall have the right, through the Chairman, to request from States, and from international organizations, such information and assistance as the expert considers desirable for the accomplishment of the Committees work.

The New American Insurgency - Look Now Towards the Mirror

Now I officially HAVE seen everything. While my calendar tells me that it's 2006, it might as well be Nazi Germany in the 1930's all over again.
Newt Gingrich is calling for some new terminology for my friends and I who are non-appreciative of the current US wars. Seems that we will all be labeled as either "enemies" or part of the "insurgency." Clever way to start the civil war that divides us all quite neatly into two distinct camps, huh? That's what fascist governments have done throughout history in order to keep the people from uniting against the beast ... that is, those in control of their government.
Neo-cons know that they must create civil war within a nation when it is the evil-doing elite regime in power that *is* the actual problem. Gingrich has apparently taken on the lead, creating a distraction away from the "root cause" of US domestic problems by taking America's eyes off the actual criminals. Instead, the Congressional war-hawks' cries have started to encourage American citizens to begin to point hateful fingers at one another.
I can't wait to see the very first index-finger pointed in my direction by a US war-lover, along with the dead giveaway "Hisssssss" sound. Invasion of the body-snatched, I admittedly hereby await the identification of being one of the accused in Gingrich's war on the peace-lovers, the new American "insurgency".
Gosh, the likes of me is the nation's new enemy now, I guess? I look in the mirror and see the roundish, freckled, pleasant face of some ordinary middle-aged mom. Somehow though, I just never looked in the mirror and saw myself as an enemy before. I mean, I help out at the local school, take kids on nature walks, and make homemade cards for the sick and elderly in nursing homes. I sell cookies with the scouts though admittedly, when the topic of war or 9/11 comes up, I try to tell people about the reasons we got into Afghanistan in the first place. Since we were only told one reason why we are fighting that particular war (few Americans actually know we are still fighting two wars) and since the FBI does not even want the bearded guy in the cave who we went in there "on the hunt" looking for, I figure that people just might like to know about the well-kept secrets of the war on Afghanistan.
Who would have ever thought back in the 60's that history would repeat itself and telling the truth about senseless killing, slaughter, and genocide of innocent human beings would again brand ordinary, decent people as enemies of the state?
Will we soon have to start identifying our position on these wars on our tax returns? Perhaps they will make it easy for us. Check one: Choice A - Enemy of the State/Truth Telling Peace-Lover; or, Choice B - Patriot/Middle Eastern Genocidal Wars-Lover.
Wonder if we will be given special privileges for revealing the names of our neighbors who don't like the administration's method of bringing "freedom" and "democracy" through bombing, raping, shooting babies, bombing safe shelters, poisoning civilians with radioactive uranium, zappin' them with white phosphorous, and committing heinous crimes like inhumane torture? Maybe if someone rats on a neighbor for putting a peace sign on their car bumper they will get a choice of a nifty prize like a blender, a toaster oven, or free tickets to a NASCAR race as their special reward from military contractors such as GE, Halliburton, and Bechtel?
More questions come to mind with this new Us vs. Them "domestic terrorist" line of terminology! Could it be possible that the term "Enemy Combatant" will be revealed soon by the highly controlled mainstream media to add to right extremist Gingrich's vocabulary list? On second thought, no. Newt's already done his share of the mission as the US version of Joseph Goebbels and fascist Nazi-esque propaganda. They'll probably assign that new term to their old stand-by, war partner-in-crime, Joe Lieberman. And without any doubt, they'll leave the issue of physical torture techniques for American "insurgency enemies" (like me) to the neo-cons dearest bosom buddy, good ol' Dr. Frist.
Wonder if they will start labeling peaceniks by branding us? And if so, what label might an insurgent have to wear on her sleeve? A dove perhaps? Or maybe a peace sign in rainbow colors to identify and mark her as an enemy of the people because she, as an official "insurgent", happens to think that killing dark-skinned people for no good reason is a really bad idea.
Good God, the scariest part of this is that at least half of all Americans are not able to see through this as faithful watchers of the fourth branch of government's "spin TV" news. It seems that about half of them are totally clueless about this strategy by the extreme neo-con right-winger lunatics to divide the people and turn us against one another instead of striking out at the real root, the real cause of US troubles; namely, the aggressive, imperialistic military dominators in power who have completely turned their backs on America in its quest to provide the necessary resources for waging illegal wars without any apparent end.
We need truth education about the origins of these wars and the lies about the continued justification for killing hordes of innocent people like we've never needed it before.
The Jehovah Witnesses have got the right idea by going door to door. Only trouble is, they don't seem to get a whole lot of people opening up their doors for them.
So we need to go wherever non-insurgents go - maybe McDonald's or Wal-Marts, perhaps. Because those of us (we, the American insurgents, that is) who realize what is going on must reach out in true grassroots fashion and wake up those who think that US War Making is synonymous with the pre-destined Will of Jesus. We have got to reach out and shake some truth into those who actually still believe that W's "War On Terra" has anything whatsoever to do with some crazed freedom-hating Muslim "evil-doers".
May all activists for truth and peace be labeled as insurgents and spread our insurgency to every single little pink house in every town, city, and village in America. If we are going to be called the "insurgency", may we cling onto this label and demonstrate it with all the gusto, courage, and compassion that we can possibly muster.
As the late, great original peace-wager of all times, JC, once said, "Forgive them, for they know not what they do." And in the words of Hannah Arendt, "The sad truth is that most evil is done by people who never make up their minds to be good or evil".
So let us, the new American insurgents, make up our minds to be as good as we can be and spread the truths about the real origins, justifications, and cruel facts about these killing American wars.
Because, after all, If we're going to be called "enemies"? Let's then fully live up to our name and be the insurgents who are willing to stand up against the lies used to kill obscene numbers of the innocent, using our name.

On August 1, 24 members of the National Governors Association sent a letter of protest to the House Committee on Armed Services. The strongly worded letter was a reaction to a provision of a bill that would allow the president to seize control of the National Guard without gubernatorial consent.
The controversial bill, part of the National Defense Authorization Act, would permit the president to federalize National Guard units in the event of ?a serious natural or manmade disaster, accident, or catastrophe that occurs in the United States, its territories and possessions, or Puerto Rico.? The proposal, born of the chaos following the Hurricane Katrina disaster, was passed in the House but awaits Senate approval.
The radical proposal is in direct violation of Article 1, Section 8 of the U.S. Constitution, which expressly prohibits the president from mobilizing state National Guards without the consent of Congress. The unabashed attempt to deny the constitutional responsibility of state governments led governors to question the necessity of the provision. ?The current process works quite well,? wrote the governors in their August missive. South Carolina Governor Mark Sanford, a Republican, said, ?The idea of federalizing yet another function of government in America is a, the wrong direction, and b, counterproductive.? He failed to mention that it was also unconstitutional.
Others, however, were quick to note the true unconstitutional nature of the proposal. Oregon gubernatorial candidate Mary Starrett, a Constitution Party candidate, said, ?This increasing centralization of power in Washington, D.C., is in direct conflict with our constitutional principles of limiting the power of the federal government and keeping power in the hands of the states.? President Bush?s attempt to seize authority normally shared with the states is yet another example of his ongoing agenda to gain complete control of military mobilization.

LINCOLN, Neb. -- Lincoln police on Monday morning arrested a man for the 226th time after, police said, he was breaking into vehicles.
Kevin Holder, 41, has a 43-page criminal history that stretches back to 1980. Lincoln police have his mug shot on file 16 different times.
"He's very well known to Lincoln police officers. He's a prolific career criminal," said Lincoln Police Chief Tom Casady.

Holder's latest run-in with the law was Sunday morning, when Lincoln police arrested him after a short pursuit.
"He had burglar tools in his possession he had goods taken out of four different cars," Casady said.
His list of charges includes theft, trespassing, assault, resisting arrest, possession of drug paraphernalia and child abuse. Many of Holder's offenses are misdemeanors for which he paid fines and was released. He spent 18 months in prison beginning in 1990, four years in 1996 and another year in 2002.
"Your average Nebraskan thinks after a prisoner has committed a certain number of crimes (he) will be put away for a long period of time. That doesn't happen," Casady said.
Even with Holder's 226 arrests, Casady said, he doesn't even crack the top 10 habitual criminal list. Casady said there are a number of people that have over 500 arrests.
A habitual criminal law in Nebraska states that if someone spends a year in prison on each of two prior felonies and is found guilty on a third felony, a judge has to sentence him or her to 10 to 65 years if the prosecutor seeks it. It does not apply to misdemeanors.

Bush Administration Scheming to Avoid War Crimes Charges:
White House tries to amend War Crimes Act to shield its officials retroactively
Seeking to protect its policymakers from possible criminal charges stemming from humiliating and degrading treatment of persons detained in its "war on terror," the Bush administration has proposed amendments to the War Crimes Act of 1996. If enacted, the amendments would retroactively exempt administration officials from prosecution.
Interrogation techniques such as water-boarding have been used by CIA operatives to obtain information from individuals suspected of involvement in terrorist plots, and administration officials who authorized such measures could face prosecution under existing U.S. law.
Waterboarding, also known as water torture, involves binding a prisoner to an inclined board, with the feet raised and the head slightly below the feet. Cellophane is then wrapped over the detainee's face and water is poured over him. Unavoidably, the detainee's gag reflex kicks in and a terrifying fear of drowning leads to almost instant pleas to bring the treatment to a halt. The ordeal can result in both physical and psychological damage whose effects last a lifetime.
Administration officials clearly see a danger for themselves under federal law as currently written. In July, Christine Axsmith, a software contractor for the CIA, criticized the Agency's use of the waterboarding in a blog post entitled "Waterboarding is Torture and Torture is Wrong," and was subsequently fired.
According to an AP report, the proposed amendments would outlaw torture and inhuman or cruel treatment, but contain no prohibitions from Article 3 of the Geneva Conventions against "outrages upon personal dignity, in particular humiliating and degrading treatment."
